Org. Setting and Reporting The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Logistics, Geospatial, Information and Telecommunications Technologies services and Training to all peacekeeping and special political missions around the world.

This position is located in the Supply Chain Service in United Nations Global Service Centre, Brindisi, Italy. The position reports directly to the Service Chief, Supply Chain Service and manages the Administration and Programme Management Unit which encompasses the full range of administrative functions (HR support, budget, audit response) as well as risk management, customer outreach/ engagement and support, cost-recovery, global training coordination and development, performance management and business intelligence.

Responsibilities Within delegated authority, the Administrative Officer will be responsible for the following duties:

HUMAN RESOURCES MANAGEMENT - Initiates and coordinates actions covering the entire span of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff members, training, etc., ensuring consistency in the application of UN rules and procedure; - Provides expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations; - Represents the Department/Unit at Departmental Panels and appointment bodies; - Reviews post incumbency reports for purposes of vacancy management and staffing table control; - Leads, oversees and coordinates the preparation and implementation of the work program and budget to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources.

BUDGET AND FINANCE

  • Initiates and conducts studies to improve budget reporting systems and cost-effective utilization of program resource;
  • Monitors and controls budgetary allocations through regular reviews; drafts routine and ad hoc outputs; and provides effective monitoring reports and data. Identifies deviations from plans and proposes corrective measures:
  • Establishes and maintains a set of sound policies, procedures, standards and tools which are consistent with UN policy and practice in order to ensure proper accounting, financial management and control: •Oversees and manages the cost-recovery activities for goods/services provided to clients including establishing and maintaining policy and standard operating procedures.

CUSTOMER SUPPORT AND OUTREACH

  • Coordinates and provide support for reviewing the drafting of Service Level Agreements (SLA). Maintain the SLA agreements repository. Manage service requests.
  • Maintains an up-to-date service catalogue.
  • Establishes system for continuous improvement and monitor client satisfaction and service delivery. Coordinate ISO 9001 compliance

GENERAL ADMINISTRATION

  • Implements and monitors support services, including procurement of supplies and services; transport, travel and traffic, communications, engineering and information technology support; and provision of local utilities and service requirements;
  • Supervises a staff team and/or provide advice to others on human resource administration, financial administration and management information issues and practices to colleagues;
  • Produces major/complex reports for management;
  • Provides expert guidance and leadership to more junior staff;
  • Coordinate the Supply Chain risk management activities;
  • Performs other related duties as required, e.g., operational travel programme, adequacy of departmental space requirements, and technology requirements.

Education Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law or related area. A first level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required. Experience in risk management in a UN, Supply Chain Risk Management or similar organization, including responsibility in advising senior management on risk management topics, and follow up on the implementation of the risk treatment measures is required. Experience in internal control frameworks (ie coordination of the audit plans and the audit assignments, facilitation of the audit activities, and follow up on the timely closure of the audit recommendations) is required. A minimum of seven years' experience in management of recruitment and staffing tables, in UN or other similar large international organization is desirable. Experience with performance management in a UN or similar organization is desirable. A minimum of five years' experience in managing teams (minimum 8 staff) is desirable. Experience in business intelligence reporting is desirable. Experience in managing Cost Recovery process is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required
