How can you make a difference?

The Administrative Officer will support the Operations Manager in the delivery of efficient and cost-effective administrative support services, providing guidance for operations of administrative support services and management of administrative staff, policy guidance for achievement of effective administrative service management.

Ensures the office’s administrative operations and services are effectively in compliance with the organization's administrative policy, procedures, rules and regulations.

Summary of key functions/accountabilities:

Responsible about executing administrative policy and procedures in a timely manner through contributing to strategic planning and monitoring of administrative matters.

Undertakes missions to field locations to review administrative arrangements and makes appropriate recommendations where applicable.

Budget preparation and implementation, monitoring the area of administrative management and services. Recommends and prepares estimates on office premises, supplies and equipment requirements for budget preparation purposes.

Responsible for proper arrangement to assistance relating to airport reception and departure to UNICEF Official visitors (UNICEF senior staff, Good will Ambassadors, Celebrities and other Special guests), events management and administrative support to meetings, conferences and official receptions.

Property management of administrative supplies, office equipment, vehicles, and other properties through updating inventory of items, serving as ex-officio member to the Property Survey Board. Assists the office in Property Survey Board submissions, preparing minutes of meetings, as well as executing PSB recommendations approved by the Head of Office.

Ensures that all contractual arrangements related to administrative services (e.g. premises maintenance, vehicle maintenance, equipment maintenance, ancillary admin support …etc.) are in accordance with organizational standards. Support the negotiations and administer matters relating to office premises, utilities and services with vendors and agencies.

Support in the management of organizing workshops and Regional meetings, HQ’s visits to the country to ensure appropriate arrangement related to airport reception and departure to UNICEF Official visitors.

Manage the various administrative function of the Office and will be leading the team of administrative service staff. As such, overall oversight and supervision of the Administrative Unit will include:

  • Protocol related functions including liaison with concerned Ministries and embassies ensuring formalities for settling down of IPs in Egypt to ensure those are fulfilled on a timely and efficient manner.
  • Travel management processes for in-country and international missions
  • Transportation and driver’s oversight

Contribute in negotiating privileges with Government Ministries, Departments, local bodies and other authorities in line with the Basic Corporation Agreement.

Effective working relations are maintained with other agencies, local authorities and implementing partners.

Supports Inter-Agency Operations Management Team's approaches for enhancing UN common services.

To qualify as a champion for every child you will have……

University degree in social sciences, business management, administration, finance or any other relevant field of discipline. Advanced University degree in Business Administration or other social sciences is an asset.

Two years of relevant professional work experience with both national and International work experience in office management, administration, or any other relevant function.

Experience in a managerial position is required.

Practical experience in implementing negotiation skills, strategic thinking and analyzing data is required.

Strong networking skills with internal and external partners are required.

Fluency in English and Arabic is required.

Specific Technical Knowledge Required

• Principles of office management, operations management, programme management and administration.

  • Administrative service management functions related to Government Protocols, immunities and privileges

• Administrative service management's goals, visions, positions, policies, and strategies

• Rights-based and Results-based management and programming approach in UNICEF.
