OBJECTIVES OF THE PROGRAMME

The Information Technology team provides innovative and cost-effective solutions and services throughout the Western Pacific Region at the Regional Office level as well as to WHO country office operations. In the area of IT, this includes the responsibility for the formulation, implementation and coordination of IT strategies and policies across the Region.

DESCRIPTION OF DUTIES

The incumbent will be responsible for planning, organization, coordination, implementation, monitoring and evaluation of the Unit in order to achieve efficient, timely and cost-effective solutions and services.

In the IT field, the incumbent manages and oversees the delivery of ICT services, including:

1. Lead and oversee the design, implementation and integration of all aspects of provision of effective IT services, security, support, knowledge sharing and training throughout the Regional Office and Country Offices, ensuring their implementation and alignment to the standard of WHO and Western Pacific Regional Office (WPRO) architecture.

2. Elaborate and critically assess the implications of regional and global IT strategies, ensuring security, quality, financial feasibility, and consistency in implementation with a view to facilitate its integration to other regional areas of work, policies and objectives.

3. Recommend the optimal configuration and composition of IT taskforces, including IT Governance, leading their functioning and critically assessing results, and working in close collaboration with the DAF on recommendations and decisions related to technical, financial and human resources, and with Headquarters in IT and global application initiatives and projects;

4. Advise and support the DAF in assessing and negotiating with service providers and vendors to facilitate regional and country ICT health information, tools development, as part of the capacity building activities.

5. Proactively participate in the preparation of workplans, budgets and other reporting documents to the RD, DPM and DAF, providing up-to-date information to facilitate and bolster decision-making.

6. As required, to represent WPRO at meetings, fostering and facilitating ICT and Administration related issues.

In the administration field provide overall guidance in the area of administrative services, specifically:

7. Ensure close coordination between the information technology and administrative units in overlapping projects and responsibilities, streamlining operations to ensure efficiency.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (Master's or above) in business management, information technology, or a related field, and/or equivalent experience. Desirable: Relevant certifications.

Experience

Essential: Minimum seven years' experience in the field of IT, management and/or coordination with at least 4 years of experience in a role involving aspects of IT service based implementations within large and diverse organizations, including work experience at international level. Desirable: Experience within UN or other international or multinational organizations. Work experience in WHO IT environment. Experience in budget, project management, and workplan development.

Skills

-Demonstrated knowledge and practical experience in IT implementations, combined with excellent managerial, organizational and analytical abilities, complemented by abilities in the design, integration and implementation of solutions, and proven leaderships skills.

-Ability to communicate in a clear and concise manner.

-Proven ability to design strategies and approach issues systematically.

-Sound financial and budgetary skills.

-Good negotiation, advocacy and interpersonal skills.

-Familiarity with WHO, WPRO and/or UN IT systems, environments and procedures is an advantage.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3015 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
