In particular, the incumbent will: HUMAN RESOURCES - Participate in the development and maintenance of the human resources plan of the Culture Sector, in close collaboration with relevant central services. Monitor staffing tables, identify and monitor forthcoming vacancies, assess and forecast workforce requirements for planning and budgetary purpose. - Provide advice on recruitment and selection processes in line with corporate rules, regulations and policies, leading to the timely sourcing, selection and placement of the required talent. Ensure the related monitoring and evaluation, and recommend changes or corrections as appropriate. - Review and assess staff and non-staff requirements for the Culture Sector’s Entities at Headquarters and in the Field. Oversee the HR operations of the Culture sector such as the preparation of job descriptions and vacancy notices, the processing of personnel actions, extensions of appointments, eligibility for within-grade increments, maintenance of updated organizational charts, update of post data, installation of international staff, leave records, non-staff entitlements. Long Description ---------------- FINANCE AND BUDGET - Assist in the preparation of the integrated budget of the Culture Sector; provide advice on budget execution (Regular Budget and voluntary contributions), the financial status of projects and programmes; respond to audit queries on budgetary and financial matters. - Certify financial transactions, ensuring their compliance with corporate rules and regulations, policies and procedures. - Uses Enterprise Resource Planning (ERP) systems and tools to prepare scheduled and/or ad-hoc reports on the implementation of the budget and financial performance. Identifiy trends and report as appropriate on any relevant deviation. Propose any corrective measures aimed at addressing the causes of any unintended outcome.
