OBJECTIVES OF THE PROGRAMME

The objective of the department of OperationalSupport and Services is to ensure high quality, relevant consistent andresponsive services in the area of management and administration to all programmesand staff in headquarters, and to all regions and offices of WHO. To promote anefficient and collaborative customer-oriented working environment that achievesresults. The Global Conference and Training Centre, manages and supports theplanning and implementation of meetings for internal units in WHO; processesand enforces compliance and quality control checks on travel requests; providesa range of administrative and logistics support as necessary.

DESCRIPTION OF DUTIES

Underthe direct supervision of the Head of LSS, the incumbent will perform thefollowing duties:Manage and coordinate the workof the Global Conference and Training Centre activities, identifying the bestways to provide effective and efficient services to clients, while keeping anOrganization-wide perspective;Manage and lead the GCT team andensure conducive, effective and efficient work environment that facilitatesdelivery of best-in-class administrative services;Ensure implementation ofstrategies and decisions in respect of the Centre's activities; Participate inregular joint meetings with WR and HQ to establish and deliver efficient andeffective common service, as well as maintain and secure the premises;Develop the business model fordelivery and expansion of GCT activities as well as unit work plans withintegrated cost recovery processes;Ensure sound budget andfinancial management of the services provided;Plan and implement customersatisfaction surveys in order to obtain client feedback and identify areas forimprovement, as well as monitor performance of suppliers and service providers;Supervise administrativesupport and advise GCT staff on all WHO areas of responsibility;Maintain and develop excellentworking relation with national and international partners and suppliersOther duties as assigned bythe supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in business administration or related field Desirable: Qualification or training in conference organization and event management; customer service delivery/management.

Experience

Essential: At least 7 years'experience in administrative management with proven experience in managing alarge and diverse team providing a range of administrative and logistics services to internal and/or external clients. coordinating, managing andimplementing large meetings of which at least 5 years of international exposure. Experience in establishing and maintaining sustainable working relations with a diversity of clients, colleagues and external contractors. Experience in the management of permanent and temporary staff in an operational setting,and proven record in budget and financial control. Desirable: Sound knowledge of WHOadministration including rules and regulations as well as budget and financialprocesses

Skills

Abilityto work under pressure and proven experience working effectively with multidisciplinaryskills and in a multicultural environment A good understanding of WHO rules,regulations, policies and procedures, and ability to interpret WHO eManualprovisions related to administration, travel, procurement, standard operationprocedures, etc. Proven organizational skills, excellentinterpersonal and communication skills both written and verbal. Must be able to deal patiently and tactfully with people. Proven ability to successfully implement varying types of events ranging from training events to large conferences in a timely, effective and cost-efficient manner. Demonstrated ability to analyse complex issues and mitigate risks Strong skills in service deliveryand customer service.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2304 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
