Org. Setting and Reporting The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) was established by the Security Council in its resolution 1925 (2010) and is mandated to help the Security Council achieve the overall objective of advancing peace and security in the Democratic Republic of the Congo. This position is located in the Joint Operations Centre (JOC) , MONUSCO. The incumbent will be based in Goma, DRC and will report to the JOC Chief through the Deputy JOC Chief.

Responsibilities The FS6 Administrative Officer, in the Joint Operations Centre is responsible for the following duties:

Information and Human Resource Management - Effectively coordinates actions relative to the administration of information and human resource activities, e. g., database management, management of SAGE, recruitment, placement, promotion, performance appraisal, job classification reviews, induction of staff members, training etc., ensuring consistency in the application of UN rules and procedures. - Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. - Takes the lead with respect to the preparation and implementation of the work programme, ensuring that resources are utilized to implement activities in accordance with the Programme Budget and allotments issued. - Monitors and reviews the work programme by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of SAGE reports. - Defines requirements and work with systems units with respect to improving Mission and SAGE reporting systems and cost-effective utilization of program resources. - Develops procedures and implement same to ensure that information accounting and management controls are consistent with UN policy and practice. - Supervises and/or provides guidance on administration and management information issues and practices to colleagues. - Provides guidance and leadership to more junior staff.

General Administration - Prepares drafts of logistics/contingency plans for missions and coordinates provision of information support to ongoing operations as well as with other UN agencies, and other organizations. - Identifies requirements and shortfalls within his/her unit and participates in technical survey for troop contingents. - Supports liaison with the Civilian/Military/Police components in carrying out information plans and provides advice on support to information matters, when required; reviews and provides recommendations to clients, ensuring they are in line with the existing guidelines, policies, and existing capabilities - Reviews adequacy of field mission's information requirements. - Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary. •Performs other related work as required.

Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Client orientation: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education High school diploma or equivalent is required. Technical or vocational certificate in administrative services, finance, human resources, business administration or personnel management or logistics management is required.

Work Experience At least ten (10) years of progressively responsible experience within the United Nations system or the private sector in the field of administrative services, human resources, logistical support, information technology or in other related fields is required. The minimum years of relevant experience is reduced to five years for candidates who possess a first level University degree. Previous experience in information and database management is required. Previous experience with SAGE is required Supervisory experience is desirable. Experience in planning logistical activities and coordinating the delivery of logistical support is desirable. Experience in international operations in a post-conflict environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of French is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
