Org. Setting and Reporting This post is located in the Executive Office (EO) of the United Nations Economic Commission for Europe (UNECE), Geneva, and reports to the UNECE Executive Officer.

The EO is responsible for the coordination, management and provision of general administration services, including coordination, drafting and promulgation of all administrative policies and office space management, amid other mandates.

Administrative transactions and support are effected through Umoja.

Responsibilities Within the limits of delegated authority, the Administrative Officer provides advice and support to managers and staff on administrative and human resources related matters (in particular, recruitment and performance management); leads special administrative projects; keeps abreast of developments in various areas of administration including service excellence, guided process tools, performance management and recruitment testing.

Additional duties:

Human Resources:

Effectively coordinates actions relative to the administration of human resources activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. Prepares and presents reports and cases for submission to UNOG appointment and promotion bodies. Monitors and evaluates recruitment and placement related activities of clients, and recommends changes or corrections related to procedures to these offices. Supervises and monitors the work of the junior administrative assistants in carrying out all human resources administrative transactions. Researches and develops recruitment testing and web-based interview methods based on latest best practices in the industry and UN-wide; assists hiring managers with same. Designs, plans, monitors and provides induction orientation programme and briefing to new staff members; creating customized training requirements based on job functions. Provides performance management advice to staff and management. Assists supervisors and staff with understanding and using the performance appraisal system. Monitors and ensures compliance. Advises and counsels staff in respect of rights, responsibilities, code of conduct, harassment and abuse of authority.

Budget/Finance/General Administration

Develops procedures and implements the same to ensure that accounting and financial management controls are consistent with UN policy and practice. Supervises and provides guidance on financial administration and management information issues and practices to colleagues. Provides guidance and leadership to more junior staff.

Other Duties: Investigates, designs and develops effective administrative workflow processes and content for standard operating procedures and guided processing tools.

Shows willingness to learn new technology •Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of progressively responsible experience in general administration, finance, accounting, human resources management or related field is required. Familiarity with administrative processes in the context of international organizations is desirable. Experience in online recruitment systems, such as Inspira and Enterprise Resource Planning (ERP) systems, such as Umoja is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; knowledge of another UN language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
