  • Fluency in English (oral and written) is required.

Org. Setting and Reporting

This position is located within the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) in the Mission Support Centre of the Operations and Resources Management Pillar in the Mission Support Division. The Administrative Officer will be based in Uvira and will report directly to the Chief Mission Support Centre.

Responsibilities

Within delegated authority, the Administrative Officer will be responsible for the following duties: Logistics • Ensures timely, accountable, and cost-effective delivery of support service to all mission components in the area. • Coordinate the closure of locations while ensuring concurrent withdrawal of all components, retrieval of UNOE and repatriation of COE • Identifying all tasks associated with Liquidation and attribute responsibility to relevant sections. Human Resource Management • Effectively coordinates actions relative to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training, UNVs, Contractors and Consultants. etc., ensuring consistency in the application of UN rules and procedures. • Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. Budget and Finance • Takes the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued. • Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports. Identifies deviations from plans and proposes corrective measures. • Defines requirements and work with systems units with respect to improving budget reporting systems and cost effective utilization of program resources. • Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice. • Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues. • Provides guidance and leadership to more junior staff. General Administration • Oversees work related to supply chain management, operational travel programme, supply chain performance monitoring and evaluation of reports and dashboards. • Assist the Office of the CSCMS in promoting/establishing/reviewing strategic administrative policies, procedures, practices, standards and tools consistent with UN Policy and practices. • Prepares concise reports, assessments, rationales, and presentation to facilitate decision-making on policy and operational issues and produce major/complex reports, providing substantive input in preparations for management. • Review adequacy of departmental space requirements. • Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary. • Performs other related work as required.
