Org. Setting and Reporting The United Nations General Assembly resolution 71/251 established the Technology Bank for the Least Developed Countries and adopted its Charter on 23 December 2016.

The objectives of the Technology Bank include strengthening the science, technology and innovation capacity of least developed countries; and promoting the development and implementation of national and regional science, technology and innovation strategies.

This position is located in the Technology Bank for the LDCs, based in Gebze, Turkey. The Administrative Officer reports to the Managing Director of the Technology Bank. For more information, please see https://www.un.org/technologybank/.

Responsibilities Under the general oversight and direction of the Managing Director of the UN Technology Bank for the Least Developed Countries, the incumbent will be responsible for the Administration and budget tasks working closely with the Administration Division of the United Nations Office in Geneva (UNOG), which serves as service provider to the UN Technology Bank.

Within delegated authority, the Administrative Officer will be responsible for the following duties:

1. Human Resource Management - Effectively coordinates actions related to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures and in close coordination with UNOG.

2. Budget and Finance - Prepares results-based budgets and cost plans in coordination with programme managers. - Prepares budget performance reports, analyses variances between approved budgets and actual expenditures and makes recommendations on adjustments. - Prepares and customizes expenditure/financial reports from Umoja. - Monitors and reviews the work programme and budget by conducting regular reviews to assess progress of actual work versus the work programme. Coordinates the production of programme reports. - Defines requirements and works with the project team and UNOG to improve budget reporting systems and cost effective utilization of project resources. - Provides input to the development of procedures and implements same to ensure that budgeting and financial management controls are consistent with UN policy and practice. - Provides guidance on financial administration and management information issues and practices to colleagues. - Supports the Managing Director in providing budgetary inputs required to prepare reports for the Governing Council, Advisory Committee on Administrative and Budgetary Questions (ACABQ), General Assembly, etc.

3. Project Support - Supports programme activities being carried out by different teams in the UN Technology Bank. - Supports the preparation of travel arrangements, logistics and other support, as necessary, for missions undertaken by programme officers.

4. General Administration - Oversees work related to procurement, billing and receipt of income, official travel, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services. - Monitors office supplies and reviews adequacy of office space requirements. - Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating its adequate functioning and enhancements as necessary. - Liaise with relevant offices in the UN system, such as UNOG and the Office of Legal Affairs, to identify applicable policies and procedures as required by the Managing Director or programme managers. - Performs additional tasks as and when requested.

Competencies- Professionalism: Knowledge of administrative, budgetary, financial and human resources policies and procedures. Ability to apply various United Nations administrative rules and regulations in work situations. Knowledge of contracting management issues. Ability to apply UN rules, regulations, policies and guidelines in work situations. Competency in the use of relevant information technology and systems. Ability to work with people from various cultures and professions and successful experience in working with boards and external audiences is desirable. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. The ability to analyze and interpret data in support of decision-making and convey resulting information to management.

- Accountability: Takes ownership of all responsibilities and honours commitments. Delivers outputs for which one has responsibility within prescribed time, cost and quality standards. Operates in compliance with organizational regulations and rules. Supports colleagues, provides oversight and takes responsibility for delegated assignments. Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

- Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education An advanced university degree (Master’s degree or equivalent degree) in business or public administration, finance, accounting, law or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification Successful completion of degree or non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience A minimum of five years of progressively responsible experience in administration, budget, finance, project management or related field is required.

A minimum of two years relevant experience in the UN system is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in Turkish is required. Knowledge of another UN official language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.

Special Notice Candidates for the National Professional Officer category shall be of the nationality of the country where this position is located.

The appointment against this position is limited to service in the Technology Bank for the Least Developed Countries.

The initial appointment is for one year and extension of the appointment is subject to extension of the mandate and the availability of the funds.
