Org. Setting and Reporting The United Nations Global Service Centre (UNGSC) provides critical logistics, geospatial, information and telecommunications technologies services as well as training to peacekeepingand special political missions around the world. This position is located in the United Nations Global Service Centre (UNGSC), Brindisi, within the office of the Director. The incumbent will report to the Director, UNGSC

Responsibilities Acts as adviser on management matters pertaining to human resources, budgeting, financial, general administration and programs. - As directed, develops, prepares, and monitors work plans, strategies and assigned programme areas for the administrative activities of the UNGSC and assists in securing the required human and financial resources. - In cooperation with other offices of the UNGSC, plans and forecasts the personnel, financial and logistical requirements of all UNGSC's components. - Exercises budgetary and administrative controls. - Certifies UNGSC's expenditure using delegation of authority granted by the UN Controller and reports on administrative, logistical and financial matters accordingly. - Drafts guidelines, reports and correspondence on a wide range of issues for the Director and ensures adherence to relevant UN rules and regulations and policies. - Drafts responses to correspondence required from the Office of the Director on administrative/policy documents. - Provides advice and assists supervisors in areas of problem solving, dealing with ad-hoc issues that arise, and undertakes tasks and special projects, as requested. - Assists in the coordination of Security operations in the UNGSC. - Supports the Office of the Director in liaising with the Office of the Under-Secretary-General for the Department of Operational Support and the Assistant Secretary-General for the Office of Supply Chain Management on administrative issues/activities. - Liaises with local authorities, UN / Agencies / Funds and Programmes or other parties on behalf of Office of the Director. - Represents the Office of the Director at regular meetings with other UN Agencies as requested. - Maintains direct liaison with Resident and External Auditors. - Reviews audit observations submitted and drafts appropriate responses in consultation with the Director. - Monitors implementation of Audit/Board of Inquiry recommendations. - May represent the Director in various standing Boards and Committees, such as Property Survey Board (PSB), Claims Review Board (CRB), and may act as alternate/Chairperson of the Local Committee on Contracts. - Manages the communication and client engagement system with effective feedback mechanisms. - Designs and implements a system of knowledge management and business analytics for the use of the UNGSC Services and clients to generate scorecards and dashboards to effectively monitor and communicate key benefits delivered. - Creates a new reporting system focused on benefits, at the level of units, sections, services, overall UNGSC. - Manages the UNGSC internal and external communication and outreach strategy including partnerships with academia, private sector, and public sector stakeholders. - Assists in staff engagement focused on innovation, collaboration, and client orientation. - Performs other duties, as assigned.

    Education Advanced university degree (Master’s degree or equivalent) in business or public administration, human resources management, finance, accounting, or related field. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.

    Work Experience At least seven (7) years of progressively responsible experience in human resources, budget, finance, or general administration is required. Experience in handling complex organizational issues at the international level is desirable. Hands-on experience with UN administrative/financial policies and practices is desirable. Experience working in a UN field operation or similar multi-lateral or non-governmental organization in a conflict or post-conflict setting is desirable. Experience in Communication and client engagement systems is desirable. Experience in Systems knowledge management and business analytics design is desirable. Experience in Partnership development and management with academia, private and public sector stakeholders is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required
