Org. Setting and Reporting This position is located in the Mission Support Centre (MSC) of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo. The Administrative Officer (Planning) will report to the Chief of MSC Planning Unit, in the Mission Support Centre based in Goma.

Responsibilities The FS6 Administrative Officer, in the Mission Support Centre is responsible for the following duties:

Programme Management: - Effectively coordinates actions related to the administration of logistics information and human resource activities, e. g., database management, management of SAGE, recruitment, placement, promotion, performance appraisal, job classification reviews, induction of staff members, training etc., ensuring consistency in the application of UN rules and procedures. - Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. - Takes the lead with respect to the preparation and implementation of the work programme, ensuring that resources are utilized to implement activities in accordance with the Programme Budget and allotments issued. - Monitors and reviews the work programme by conducting regular and special logistics reviews to assess progress of actual work versus the approved support plan. - Coordinates the production of special reports e.g. decision briefs, briefing notes, options papers or position papers. - Defines requirements and works with MSD Sections with respect to improving Mission information and reporting systems and cost-effective utilization of logistics resources. - Develops and prepares Standard Operating Procedures(SOPs), policies, mission support plans and advises the Chief MSC Plans on future logistics plans incorporating policy guidelines and decisions pertaining to major logistics support and implement same to ensure that material, resources, accounting and management controls are consistent with UN policy and practice. - Supervises and/or provides guidance on administration and management information issues and practices to colleagues. - Provides guidance and leadership to more junior staff.

General Administration: - Prepares drafts of logistics/contingency plans for complex mission operations and coordinates provision of logistics support to ongoing military or police or substantive operations as well as with other UN agencies, and other organizations. - Identifies logistics requirements and shortfalls in coordination with SD and SCM Sections and participates in technical assessment surveys for troop contingents. - Organizes and chairs logistics meetings and maintains liaison with the Civilian/Military/Police components in preparing logistics plans and provides advice on support to logistics management matters, when required; reviews and provides recommendations to clients, ensuring they are in line with the existing guidelines, policies, and existing capabilities. - Conducts logistics preparedness reviews to ensure adequacy of field mission's logistics support requirements. - Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary. - Performs other related work as required.

Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Client orientation: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education High school diploma or equivalent is required. Technical or vocational certificate in administrative services, finance, human resources, business administration or personnel management or logistics management is required.

Work Experience A minimum of ten (10) years of progressively responsible experience within the United Nations system or the private sector in the field of administrative services, general administration, planning and coordinating and managing of logistics operations support, information technology or in other related fields is required. The minimum years of relevant experience is reduced to five years for candidates who possess a first level University degree. Experience in providing administrative and logistics services in complex, volatile, conflict or post conflict environment is required. Experience in drafting logistics reports, developing logistical plans, polices and SOPs is required. Supervisory experience is desirable. Experience in Mission strategic planning and drafting Mission Support contributions to the integrated strategic framework, mission concept is desirable. Experience in international operations in a post-conflict environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of French is desirable.
