Purpose for the job:

Under the supervision and guidance of the Operations Manager, the Administrative Associate is responsible for executing a broad variety of procedural and specialized administrative tasks for the Operations Section requiring in-depth knowledge of UNICEF administrative procedures, processes and policies.

1.Key functions, accountabilities and related duties/tasks

Travel

  • Act as Travel Administrator in SAP-Vision (calculate and process travel claims; post trips in SAP; assist Staff Member to create, modify or certify Travel Authorization; fix trip errors in SAP etc.)
  • Provides travel assistance to staff members in section for travel arrangements and entitlements based on the organization’s rules and policies. Liaises with relevant travel focal points to ensure that the organization obtains the best service and price for all travel.
  • Briefs/de-briefs staff members on issues relating to related administrative matters such as visas, security clearance, and documentation procedures.
  • Extracts, inputs, maintains, and verifies correctness of travel records in the organization’s travel system to ensure accurate transactions related to travel costs and staff travel.
  • Assists in the preparation of budgets on travel costs and maintain travel plan and budgetary control records.
  • Monitors travel certification and report back to the team.

Office Planning & specific project management

  • Ensures the availability of timely, complete and accurate information and data for preparing section work plans and project management plans.
  • Prepares monitoring and reporting information for supervisor and team on agreed performance indicators to drive more efficient management and accountability for results.
  • Undertakes basic research and performs comparative analysis of project/programme related data.
  • Monitors project implementation against established milestones and makes recommendations to improve performance. Helps ensure timely compliance with agreed deadlines.
  • Acts as focal point in the review of the completeness of data reports with key monitoring and evaluation information.
  • Supports the section in researching, compiling and analyzing qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the section to facilitate country programme delivery as well as preparation of reports, working papers and presentations.

  • Support the Operations Section in identifying improvements to UN House, in view of making UNICEF offices accessible and green.

  • Supports UNICEF Security Focal Point in updating several documents and dashboards.

Procurement, Transport and Logistics

  • Provide back-up and support to the Admin and Supply Associate in processing of contracts. This includes:
  • preparing and filing documents, completing necessary forms and templates, uploading TOR’s in VISION, and making necessary logistical arrangements.
  • Provide input to the annual supply plan. Conduct market research in relevant areas for UNICEF and advice on best approaches to obtain best value for money and sustainable procurement. Support product innovation and market shaping initiatives for specific categories of supplies and services.
  • Liaise with clients in planning procurement and contracting initiatives, supporting development of appropriate specifications, terms of reference, and logistics arrangements and timelines.
  • Ensure establishment of Long Term Arrangements (LTAs) and act on specific procurement requisitions as might be required. Prepare and process Request for Quotations (RFQs), Invitations to Bid (ITBs) and Requests for Proposals (RFPs), and publish tenders on UN Global Marketplace portal.
  • Prepare requests for award including submissions to Contract Review Committee. Prepare purchase orders and contracts in SAP (ERP – Enterprise Resource Planning system), and submit for relevant approvals, ensuring completeness of documentation in UNICEF systems.
  • Keep stakeholders/partners informed on the progress. Liaise with suppliers, ensuring timely follow-up on delivery schedules Implement appropriate vendor management practices e.g. supply performance reviews.
  • Ensure appropriate filing of procurement cases and maintain up-to-date records for future reference.
  • Process transport requests and organize the transport schedule of the drivers; monitor the vehicles to be equipped and maintained as per instructions of Operations Manager; ensure that requirements of UNICEF Procedure on Management of UNICEF Vehicles are implemented and followed.

Warehousing and inventory management

  • Following UNICEF policies and procedures, assess warehousing capacity including facilities, conditions of equipment, manpower, and processes. Propose corrective actions to supervisor.
  • Prepare release orders, prepare consignee forms, coordinate with programme staff regarding distribution of supplies.
  • Ensure accurate and complete accounting, reporting and internal control systems are in place, and relevant records are properly maintained.
  • Supervise receipt of consignments and dispatch of supplies.
  • Prepare stock reports. Monitor inventory to track trends and account for the inventory status from source to beneficiary. Carry out regular physical counts of inventory in the warehouse.
  • Prepare documentation for commodity disposal through Property Survey Board committee. Keep track of near to expiry supplies.

Communications & Workflow

  • Facilitates the communications and workflow of the organizational unit to enhance the efficiency and timeliness of operations and outputs.
  • Communicates routine and some non-routine information pertaining to the work of the team.
  • Establishes and maintains the office filing and reference systems, both traditional and digital; and ensures the inter/intra-net websites are up to date and accurate.
  • Takes minutes of section meetings, ensuring accuracy, attention to detail, and coherence.

    Events/Logistics

  • Supports capacity development activities and conferences by making the logistical arrangements, through engaging with facilitators, caterers and hosts.

  • Liaises with budget focal points and section over costs and needs.
  • Prepares background materials for participants and uploads cleared materials on the intranet.
  • Prepares and maintains agendas on meetings and events related to the work group commitments.

Supplies/Equipment

  • Supports management of administrative supplies, office equipment, and updating inventory of items.
  • Monitors and supervises adequate and appropriate use of supplies. Ensures that services and maintenance of premises are in accordance with organizational standards.
  • Arranges for the purchase and timely distribution of office supplies.

    Skills

  • Proficiency in using MS Word, Excel; knowledge of integrated management information systems required.

  • In-depth knowledge of UNICEF organizational structure, administrative policies and procedures.
  • Organizational, planning and prioritizing skills and abilities.
  • Ability to deal patiently and tactfully with visitors.
  • High sense of confidentiality, initiative and good judgment.
  • Ability to work effectively with people of different national and cultural background.
  • Ability to work in a team environment to achieve common goals and to provide guidance to more junior support staff.

To qualify as an advocate for every child you will have…

  • ****Education:**** Completion of secondary education is required, preferably supplemented by technical or university courses related to the field of work.
  • ****Experience:**** A minimum of 6 years of relevant administrative or clerical work experience is required. A bachelor’s degree from a recognized academic institution in a field relevant to the position counts as three years of experience. A master’s degree may replace additional additional two years.
  • ****Language Requirements:**** Fluency in English and Romanian is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an asset.
