Org. Setting and Reporting

This position is located in the Office of the Director of the Policy, Strategy and Governance Division of the Office of Information and Communications Technology. The Office of Information and Communications Technology OICT) provides strategic direction and leadership for the implementation of Organization-wide ICT and for planning and coordinating ICT activities Secretariat-wide, ensuring the effective and efficient utilization of resources in the modernization of information systems and the improvement of the Secretariat-wide information and communications services worldwide to a consistent standard of functionality, quality and reliability and reports to the Under Secretaries-General of both the Department of Operational Support and Department of Management Strategy, Policy and Compliance. OICT supports the principles of work-life balance and flexible work arrangements. The Administrative Assistant will report to the Director of the Policy, Strategy and Governance Division.

Responsibilities

Within delegated authority, the Administrative Assistant will be responsible for the following duties: Human Resources Management • Act as liaison and coordinate with the Enterprise Programme Management Section to initiate, review, process and follow-up on actions related to the administration of the unit's human resource activities, e.g., recruitment of staff and consultants, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. • Respond to inquiries and provide information and advice to staff regarding their entitlements, administrative procedures, processes and practices, conditions of service, duties and responsibilities, and entitlements under the Staff Rules and Regulations. • Liaise and coordinate with the Enterprise Programme Management Section to oversee the maintenance of vacancy announcement files and keep track of status of vacancy announcements. • Monitor staffing table and prepare relevant statistical data/charts. Budget and Finance • Assist in the preparation and review of financial and human resource proposals/requirements. Consolidate budget/work programme with respect to Headquarters' budget, trust funds, grants and procurement. • Monitor expenditures and compare with approved budget; prepare management overviews and adjustments as necessary. • Assist managers in the elaboration of resource requirements for budget submissions. • Assist in preparation of budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. • Prepare or customize financial reports from Enterprise Resources Planning (ERP) system generated reports. • Co-ordinate with other finance and budget staff on related issues during preparation of budget reports. General Administration. • Draft routine correspondence to respond to inquiries in respect to relevant administrative, financial, personnel matters. • Coordinate extensively with service units and liaises frequently with internal team members. • Perform other related administrative duties, as required (e.g., monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems. • May be responsible for guiding, training, and supervising the work of more junior General Service staff. • Maintains calendar/schedules; monitors changes and communicate relevant information to appropriate staff inside and outside the immediate work unit. • Performs a variety of administrative duties (e.g. leave recording, meeting organization, office supply and equipment orders, etc.), including preparing and/or processing administrative requests/documents (e.g., travel requests, expense claims, vouchers, visa applications, etc.). Contract Administration • Assist with day-to-day administration of contracts between the UN and external contractors for outsourced services. • Audit the contractors' invoices against the goods and services provided by the contractor and approved by the UN. • Process the payment of contractors' invoices and monitor payments. • Prepare and process all UN forms and permissions for contractual and work Unit, Section or Service UN staff, including: UN grounds passes, swipe-card access and door keys.

Work Experience

• A minimum of seven (7) years of progressively responsible experience in administrative services, finance, accounting, audit, human resources or related area is required. The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first-level university degree or higher. • Experience in budgeting and analyzing financial reports is desirable. • Experience with Enterprise Resource Planning (ERP) systems in finance and budget modules is desirable. • Experience in human resources processes related to recruitment is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of a second official UN language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
