Org. Setting and Reporting

The Chief of the Threat Mitigation Advisory Team (TMAT) reports to the Deputy Director of the Mine Action Service, within the Office of Rule of Law and Security Institutions (OROLSI), Department of Peace Operations (DPO). Established in 1997, UNMAS works to eliminate the threat posed by mines, explosive remnants of war and improvised explosive devices by coordinating United Nations mine action, leading operational responses at the country level, and supporting the development of standards, policies and norms. As a specialized service of the United Nations located within the Department of Peace Operations, UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council. Responsibilities

Within delegated authority, the Chief of the Threat Mitigation Advisory Team (TMAT) will be responsible for the following. • Provides policy guidance to the Director UNMAS, and to offices within the Office of Military Affairs on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures. • Plans and oversees the management of activities undertaken by the Unit/Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Unit/Section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate. • Convenes and coordinates committees and meeting involving multi-disciplinary teams to discuss evolving issues relating to explosive threats and propose solutions. • Engage with representatives of Member States to ascertain their need and capacity to absorb technical support. • Produce coherent written briefs and presentations on the work of the unit to brief key stakeholders. • Manages, supervises and carries out the work programme of the Unit/Section under his/her responsibility. Co-ordinates the work carried out by the Unit/Section; provides programmatic and substantive reviews of drafts prepared by others. • Engages with donors to raise funding for the unit, tracks and reviews expenditure and submits timely and accurate reports. • Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate. • Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. • Ensures that the outputs produced by the Unit/Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Unit/Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. • Prepares inputs for the work programme of the Branch/Service/Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery. • Carries out programmatic/administrative tasks necessary for the functioning of the Unit/Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates. • Recruits staff for Unit/Section taking due account geographical and gender balance and other institutional values. • Manages, guides, develops and trains staff under his/her supervision. • Fosters teamwork and communication among staff in the Unit/Section and across organizational boundaries. • Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues. • Participates in international, regional or national meetings and provides programmatic/substantive/technical expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Graduation from a military staff academy or similar law enforcement training institution is required.

Job - Specific Qualification

Recognized national qualification as EOD officer/technician and certification as an Advanced Improvised Explosive Device Disposal (IEDD) Operator in line with the UN IEDD Standards is required. Recognized qualification as an Ammunition Technical Officer in line with the requirements of the International Ammunition Technical Guidelines 01.90 Annex L is desirable.

Work Experience

A minimum of ten years of progressively responsible experience in programme administration, management, budget, operations or related field is required. A minimum of eight years of progressively responsible experience in the field of Counter-Improvised Explosive Devices, including operational deployments, is required. Experience in drafting policy and doctrine, or training material related to Explosive Ordnance Disposal (EOD), IEDs or related area is required. Experience working in or in support of a field operation of the United Nations Common System or a comparable international organization in a conflict or post-conflict environment is desirable. Experience in proposal writing and reporting is desirable. Experience working in a multicultural or international environment managing the storage, management and destruction of ammunition and explosives is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
