Org. Setting and Reporting This position is located in the United Nations Office on Drugs and Crime (UNODC), Regional Office for the Middle East and North Africa (ROMENA) in Cairo, Egypt. The incumbent will work under the overall guidance and direct supervision of the Regional Representative for the Middle East and North Africa, and in close collaboration with the Regional Programme Coordinator, located in ROMENA.

Responsibilities Within delegated authority, the incumbent will be responsible for the overall monitoring, oversight, coordination, and timely implementation of all ROMENA administrative and financial functions (procurement, finance, human resources planning, building management, ICT) within the Regional Programme for the Arab States. S/he will be responsible for the following specific duties:

Overall responsibility:

•Review, guide and coordinate the work of all staff performing central functions at ROMENA in the Operations Team in the areas of procurement, finance, human resources planning, information technology, asset management and premises management.

•Provide support, advice and guidance on all administrative and financial matters and workflows in relation to procurement, finance, human resources planning, information technology, asset management, and premises management, and ensure that tasks are performed in a timely and effective manner.

•Identify bottlenecks and work collaboratively with ROMENA management and relevant UNODC Headquarters Branches and Sections in order to find solutions.

Finance:

•Review and approve reconciliations and monthly/annual accounts, monthly UNDP IOV charges, and oversee the annual closing of accounts and ensure it is completed in a timely manner.

•Act as approver for various workflows linked to finance and procurement.

•Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained, and ensure that all expenditures are in line with UN policies and financial rules and regulations.

•Provide authoritative interpretation of requirements for handling transactions, and respond to internal/external audit observations and oversight functions.

•Coordinate with FRMS the preparation and submission of interim and final financial reports (as well as ad hoc reports to donors).

Budget:

•Coordinate and guide the preparation and implementation of the ROMENA overall budget, both field office and programme budget, analyse and monitor budget implementation, and prepare regular and ad-hoc updated reports to ROMENA management.

•Monitor and advise programme offices and project team leaders on the financial status of expenditures and budgets, status of implementation, utilization of funds, validity of contributions/grant agreements and related issues.

•Review, analyse and support the finalization of budgets for project proposals as well as for project and budget revisions in line with UNODC and donor requirements and provide guidance to programme staff in the development of budgets in line with ROMENA priorities.

Organizational matters:

•Review and coordinate the submission of annual/quarterly plans and reports, such as procurement plans, staff development plans, recruitment plans, leave plans, official mission plans, Annual Internal Oversight Report etc.

•Analyse, review and maintain updated UMOJA mapping and assignment of roles across ROMENA staff to ensure effective implementation.

•Participate on behalf of UNODC in the United Nations Operations Management Team and ensure ROMENA’s alignment and consistency with UN wide operational management, including the Business Operation Strategy (BOS 2.0).

•Act as Agency Security Focal Point and ensure timely updating of Business Continuity Plans, Emergency Preparedness Plans, risk registries and other mandatory management plans.

•Collaborate closely with the Human Resources team and senior management in the preparation and implementation of human resources needs planning for ROMENA and programme offices with a view to maintain and increase sustainability of programme offices and contribute to UN wide goals.

•Guide and coordinate the work of the Operations Team and other administrative and finance personnel of projects.

•Keep up-to-date on documents/reports/guidelines that have a bearing on matters related to Umoja, particularly in the areas of procurement, finance, human resources planning, travel, information technologies, asset management, and premises management.

•Perform any other duties as required/assigned by the supervisor.

•Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, management, project management/administration or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of progressively responsible professional work experience in national and/or international finance and administration, procurement, project management, or related area is required. Experience with SAP based ERP applications is required. At least two years of experience with UN financial rules and regulations or those of another similar international organization is desirable. Working experience in project management/technical cooperation in the area of crime prevention and/or drug control is desirable. Experience in coordinating the work of a team is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic or French is desirable. Knowledge of another official United Nations language is an advantage.

Special Notice This position is funded from extra budgetary resources. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Any extension of the appointment will be subject to the availability of funding.
