Purpose of the Job:

The purpose of Admin Team Leader - Facility is to implement delegated facility responsibility for Kabul Country office. The Admin Team Leader – Facility will focus on oversee the whole facility services for guesthouse and office compound. In order to make sure facility meet the need of staff in term of facility management and maintenance.

Generic responsibilities:

  1. Implement NRC’s HR/Admin – facility systems and procedures.
  2. Compliance with and adherence to NRC policies, guidance and handbooks and other requirements.
  3. Prepare and submit reports and analysis on HR/Admin.
  4. Overseeing Facilities Management for NRC Country office.
  5. Ensure adherence to NRC policies and the national labour law in all processes and procedures.
  6. Responsible for ensuring quality support to project implementation.
  7. Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements.
  8. Overseeing the overall maintenance of the office premises, facilities and equipment (physical work environment) and ensures that these are secure and efficiently utilized.

Specific responsibilities:

  1. Properly supervise all supportive staff, such as cleaners and cookers to do their tasks efficiently.
  2. Monitoring and overseeing the overall daily operations of the office and offer input where appropriate.
  3. Providing accurate and timely financial clearance of all related suppliers.
  4. Ensure the hygiene and cleanness of office as well as guesthouses.
  5. Processing invoices on time and coordinate with Finance Department for obtaining budget codes.
  6. Ensure all facilities in Kabul Support Office and Guest-Houses are fully prepared.
  7. Raising purchase requests for all facility related issues and regularly follow-up on PRs with Logistic Department.
  8. NRC – kitchen management, to ensure hygiene and healthy food is being provided to all national and international staffs.
  9. Tracking and processing the payments of electricity bills, septic walls and all other consumables.
  10. Providing utilities, stationaries and consumables to all NRC staff upon requirements.
  11. Providing lunches, refreshments and stationaries to all NRC’s workshops or trainings.
  12. Keep tracking administrative expenses of NRC Support Office.
  13. Any other task assigned by line manager.

Generic professional competencies:

  1. A Bachelor's degree or equivalent in Business Administration or related field.
  2. A minimum of 3 years of progressive leadership experience in Admin positions in INGO.
  3. Able to establish and maintain healthy working relationships with staff in course of work.
  4. Medium proficiency in Microsoft Excel, Word, Outlook, and Internet Explorer.
  5. Ability to lead and supervise supportive staffs.
  6. Experience from working as an Administration – facility in a humanitarian/recovery context.
  7. Previous experience from working in complex and volatile contexts.
  8. Documented results related to the position’s responsibilities.
  9. Knowledge about own leadership skills/profile.
  10. Fluency in English, both written and verbal.
  11. Knowledge of the local languages Dari, Pashto.
