Org. Setting and Reporting The position of the Director is located in the United Nations Support Office in Somalia (UNSOS) and is based in Mogadishu. The Director reports to the Assistant-Secretary-General and Head of UNSOS as her/his First Reporting Officer. The Director also functions as the Director of Mission Support for the United Nation Assistance Mission in Somalia (UNSOM), which is headed by the Special Representative of the Secretary- General Somalia (SRSG) for Somalia and is the UNSOS Director's Second Reporting Officer.

UNSOS Clients and Support Elements

Support to AMISOM/ATMIS

UNSOS is mandated with providing logistical support for up to 19,626 uniformed and 85 civilians of the African Mission in Somalia/African Transition Mission in Somalia (AMISOM/ATMIS). The logistics support package primarily consists of the provision of life support, such as rations, water, and fuel, as well as medical infrastructure and supplies, casualty evacuations, transportation (land, sea, and air); engineering support (accommodation, ablutions, defence stores, water wells, and waste management), counter IED support, equipment repair and maintenance, HF/VHF communications, IT support, strategic communications, and training. The AMISOM/ATMIS Trust Fund is supported by a mix of assessed budgets and voluntary donations from Member States. All contributions for ATMIS must comply with the Human Rights Due Diligence Policy (HRDDP) of the United Nations.

Support to the Somalia Security Forces (SSF)

UNSOS also provides logistical support to Somalia National Army (SNA) troops participating in joint operations with AMISOM/ATMIS. The support to SNA extends to state and federal police elements that are formally integrated into the SSF in line with the National Security Architecture and are actively participating in joint or coordinated operations with AMISOM/ATMIS, towards implementation of the Somalia Transition Plan. Currently, UNSOS supports 12,900 SNA and 1,000 Somalia National Police units. UNSOS’ assistance to SSF is supported by voluntary donations from UN Member States to the UNSOS-managed Trust Fund, which is subject to HRDDP compliance. Areas of support include: Food; water; fuel; tentage; transportation; in-theatre medical evacuation; defence stores; and appropriate VHF/UHF/HF communication equipment to enable communication with AMISOM; training; and equipment and mentorship to counter the threat of improvised explosive devices.

Support to UNSOM

Like any other Special Political Mission (SPM) with a military component, the political Mission, UNSOM, depends on UNSOS for the full range of administrative and logistics support. UNSOS' support to UNSOM encompasses all aspects of day-to-day administration: the provision of budget and finance services; human resources administration and management; aviation and movements support; staff training services; provision and management of office and accommodation space, including all associated camp services; and provision of medical support services to personnel through the UNSOS Level II hospital in Mogadishu and the Level I medical facilities in the sectors and regions. In short, all UNSOM staff and other personnel (Government Provided Personnel/ International Uniformed Police and consultants and individual contractor personnel) are directly administered by UNSOS through the provision of the full complement of support services as listed above

New ATMIS Mandate and its imperatives:

On 30 March 2022, the UN Security Council, through UNSCR 2628, provided a new mandate to the African Union Mission in Somalia (AMISOM), to transition itself to the African Union Transition Mission in Somalia (ATMIS) with effect from 01 April 2022. The mandate specifies a phased transfer of security responsibility from ATMIS to SSF by December 2024, based on achieving certain milestones. The UN (primarily UNSOS) has been assigned an expanded role to coordinate with ATMIS, the Federal Government of Somalia (FGS) and all other partners to facilitate achievement of the mandate, and to provide oversight, monitoring, and reporting in relation to security transition from ATMIS to SSF. This mandate has placed on UNSOS a new and complex support requirement for a phased, conditions-based and agile approach to support, both for ATMIS and the Somali Security Forces (SSF), in their operations to counter Al-Shabaab and other Armed Opposition Groups in Somalia, and ultimately, fully transfer security responsibility to Somalia's national security institutions.

Responsibilities Within delegated authority, the Director will be responsible for the following functions:

  • Acts as the principal adviser to the Head of UNSOS and the SRSG on all matters pertaining to the administrative and technical operational support activities of the Mission, and accountable to the Head of UNSOS for the effective general management of the human, financial and physical resources allocated to the mission.

  • Contributes to the implementation of the Mission's mandate by ensuring the efficient provision of managerial, logistical and administrative support required for the fulfilment of the mandate of both entities (UNSOM and UNSOS), principally in support of African Union military forces (ATMIS), Somalia Security Forces, as well as the good offices functions of UNSOM, in areas such as budget, finance, human resources management, procurement, logistics, communications, transport, air operations, etc.

  • Oversee the day-to-day implementation of the new/revised UNSOS concept of support to ATMIS and Somali Security Forces (SSF), in pursuance of UNSCR 2628; and ensuring the necessary operational preparations are in place for expansion of activities in the sectors/regions and Forward Operating Bases (FOBs). This role includes continuous review of strategy, agility in planning and targets to align with the goals set by UNSC, Federal Government of Somalia (FGS), TCCs and other partners.

As a member of the Mission Senior Management Team, participates in the mission planning process throughout the mission lifecycle, with particular attention to support areas, and contributes to an integrated approach and consistency in the implementation of the mandate.

  • Ensures that the mission budget, staff, and assets are optimally allocated to support of mandate implementation across all mission components and guides any reprioritization of resources during the budget period in line with priorities that support effective mandate implementation. Undertakes or oversees reporting methodology for budget and performance in accordance with results-based budgeting guidelines.

  • Initiates the development and implementation of the mission support work plan, ensuring coordination and monitoring of overall strategies and programmes for the support activities of the mission, and proactively facilitates the securing of the required human and financial resources for the mission.

  • Develops and implements a client-oriented service optimization programme to promote continuous improvement in the quality and delivery of services to mission clients. This will include the establishment of relevant strategic mission performance indicators which provide data and analysis for the review of legislative bodies. Ensures that all processes and systems in place are relevant and cost effective.

  • Ensures, through collaboration with all stakeholders, a commitment to supply chain management and integrated/shared service delivery that is client-oriented, responsive and allows for efficiencies wherever possible.

  • Maintains active communication with UN headquarters and the global/regional service centres supporting the mission.

  • Actively engages with police and military components within the mission to ensure coordinated, high quality support in accordance with their operational requirements.

  • Establishes a set of robust policies, procedures, practices, standards and tools that are consistent with UN regulations, rules, policies and practice in order to ensure proper budget, accounting, procurement, financial, assets and human resources management and control and certifies mission expenditures.

  • Liaises, negotiates and coordinates with national authorities with respect to administrative and logistical matters.

  • Provides guidance, support and supervision to senior administrative and logistics support staff as well as audit and evaluation services, as appropriate.

  • Actively engages in management performance duties and ensures the provision of management, guidance, development, training, constructive feedback and performance evaluation and appraisal, and administrative support and other management functions to staff in the areas of his/her responsibility.

  • Maintains good order and discipline of staff under his/her overall supervision.

  • Develops initiatives to promote the welfare and wellbeing of mission staff.

  • Represents the mission before legislative bodies, providing information and clarification in support of budget proposals.

  • Represents the mission support component at meetings, protocol and ceremonial occasions, military parades, etc.

  • Provides operational leadership to the mission Transition Planning Cell in the implementation of relevant Security Council resolutions.

  • Ensures the integration of the support elements of ATMIS and SSF towards a harmonious and transparent service delivery.

  • Performs related duties as may be required by SRSG Somalia and Head of UNSOS e.g., provides briefings to visiting senior officials on mission, administrative and technical support activities, etc.

  • Performs other related duties as required.

    Education Advanced university degree (Masters or equivalent) in business or public administration, logistics, human resources management, finance, accounting, or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of fifteen (15) years of experience in the areas of administration, finance, logistics, information technology, communication or related fields is required, out of which 8 years should be at the management level.

    Experience ensuring compliance with support-related regulations in a decentralized operational environment is required.

    Experience leading change management or complex innovation initiatives involving collaboration and partnership, including leading support to field operations with police, military or security forces is required.

    Solid Inter-personal skills, diplomacy and effective communication expertise are required.

    Client orientation and forward-planning skills are desirable.

    Experience leading support to entities external to the UN is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.
