Strategic office context:

The position is placed in the GAVI Accounting Unit (GAU) of the Financial Management and Administrative Centre in UNICEF’s Supply Division. GAU is responsible for financial management of ca. $1.2 billion annual GAVI procurement services operations focused on procurement of vaccines and vaccine related supplies for GAVI eligible countries. The scope of GAU’s work is forecast to increase substantially in 2021 as a result of the Covid-19 crisis.

UNICEF will handle the procurement of vaccines and vaccine related devices for the COVAX facility. COVAX is co-led by the GAVI vaccines alliance, the WHO and the Coalition for Epidemic Preparedness Innovations (CEPI). It is designed to discourage national governments from hoarding COVID-19 vaccines and to focus on first vaccinating the most high-risk people in every country. Approximately 1.7 billion does are expected to be available through the COVAX facility in 2021.

How can you make a difference?

Under the general guidance of the Programme Budget Manager, the position is responsible for ensuring that the financial accounting and reporting of the transactions related to the GAVI Trust Fund for procurement of vaccines and vaccine-related devices is accurate and in accordance with UNICEF’s Financial Rules and Regulations and donor agreements.

You will be accountable for:

  • Monitors and supports the day-to-day activities and transactions in the Gavi Accounting Unit (GAU) by country and project, to ensure balanced workloads and effective processing.
  • Ensures that financial releases are performed in accordance with available funds, as well as re-programming of balances and other funds as appropriate and approved by the customers.
  • Evaluates operational accounting controls and recommends changes in financial system (e.g. SAP modules) and procedures to meet new requirements. Recommend system and process changes and improvements identified during performance of duties and responsibilities and for effective automation of manual processes.
  • Designs spreadsheets, databases and reports to support the management of GAVI procurement.
  • Participates in the design, testing and implementation of new or revised systems relating to processing of COVAX-related transactions. Conducts business analysis to ensure compliance with the Financial Rules and Regulations and external reporting requirements. Coordinates user testing.
  • Responsible for period-end closure requirements in respect of the GAVI project accounts.
  • Establishes objectives for the staff. Supervises, trains and provides guidance to the staff in the unit.
  • Assists the Unit Head with any other ad hoc tasks as requested.

To qualify as an advocate for every child you will have…

Education

  • University degree in Finance, Accounting, Economics, Statistics, or related fields is required.
  • Professional qualifications in Finance or Accounting is an asset

Work Experience

  • At least two years of relevant and progressive and successful work experience at the national and international levels especially in the areas of financial management, accounting and/or audit. Extensive work experience in a computerized accounting environment.
  • Experience in business analysis and/or system development is highly desirable.
  • Experience in SAP financial modules (FI/FM/CO) is desirable.
  • Intermediate to advanced skills in MS Office package, particularly Excel. Knowledge of Power BI would be an asset.
  • Knowledge of accounting principles and standards, IPSAS/IFRS.

Languages

Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
