Org. Setting and Reporting The position is located in the Finance Section, Financial Resources Management Service (FRMS), Division of Administration, United Nations Office in Geneva. The incumbent reports to the Chief of Finance Section.

Responsibilities Within delegated authority, the incumbent will be responsible for the following duties:

  • Manages a complete financial operation, encompassing a wide variety of funding sources, a large volume of transactions, and extensive dispersed activities.
  • Analyses accounts, reviews/prepares regular financial reports using data analytics and visualisation. Proposes/implements solutions with respect to problem transactions and irregularities.
  • Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
  • Prepares or consolidates IPSAS (International Public Sector Accounting Standards) compliant financial statements for inclusion in the UN Audited Financial Statements to be audited. Responds to internal/external audit observations. Reviews the IPSAS compliant financial statements of other entities for which the Controller has certification authority.
  • Reviews Donor statements. Produces major/complex financial reports for management.
  • Provides substantive support to the development and implementation of new accounting systems/processes for more efficiency. Takes initiative to improve accounting processes and approaches.
  • Provides data for the preparation of year-end performance reports.
  • Guides, trains and supervises general service and professional staff in the function.
  • Performs other related duties as required.

    Competencies - Professionalism: Knowledge of accounting principles, procedures and standards. Ability to apply conceptual, analytical and evaluative skills in accounting operations. Knowledge of modern Enterprise Resources Planning (ERP) accounting systems such as Umoja (SAP), advanced knowledge of Microsoft data analysis tools (MS Excel and/or Power BI) and programming language such as Python or SQL. Ability to conduct independent research and analysis, identify issues, formulate options and make conclusions and recommendations. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.   • Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

  • Managing performance: Delegates the appropriate responsibility, accountability and decision making authority. Makes sure that roles, responsibilities and reporting lines are clear to each staff member. Accurately judges the amount of time and resources needed to accomplish a task and matches task to skills. Monitors progress against milestones and deadlines. Regularly discusses performance and provides feedback and coaching to staff. Encourages risk-taking and supports creativity and initiative. Actively supports the development and career aspirations of staff. Appraises performance fairly.

    Education Advanced university degree (Master's degree or equivalent degree) in business administration, finance, accounting or related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is desirable.

    Work Experience A minimum of seven years of progressively responsible professional experience in accounting, finance, budget, administration or related area is required. Out these seven years, three years of experience within the United Nations Common System is desirable. Experience in preparing a full set of IPSAS or IFRS compliant Financial Statements (including the Statements of Financial Position, Financial Performance, Change in Net Assets and Cash Flow, and the disclosure notes) is desirable. Experience working with Microsoft Power BI or similar, Python, SQL as well as Microsoft Excel is desirable. Work experience in an audit firm is desirable. Experience with an ERP system, preferably SAP, including its Business Planning and Consolidation Module, is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; knowledge of French is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice This position is temporarily available for the period of 364 days with an expected start date of 1 April 2021. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
