Overview
Provide technical assistance to MEN in the implementation of education programs.
You have:
- An advanced university degree (Masters) in Education, social sciences, economics, development management or equivalent/relevant field.
- At least 5 years of experience in the education or social sectors in Madagascar, planning and coordination, supporting the implementation of programs/projects, managing data and financial quality assurance practices at the national or regional level.
- Proven work experience, collaboration or technical support to decentralized structures of ministries in charge of education (DREN/CISCO/ZAP, DRETFP, etc.) and capacity to interact with various stakeholders (Government, technical and financial partners, civil society, direct and indirect beneficiaries of programs/projects: children and adolescents, teachers, communities/FEFFI, etc.).
- Very good knowledge in priority intervention areas in education for UNICEF, such as: strengthening FEFFI for supporting learning; school remediation through TaRL; initial and continuous teacher training; pedagogical monitoring/mentoring of teachers; rehabilitation/construction of educational infrastructures; reintegration/integration of children and adolescents outside of school; prevention and combating gender discrimination and related inclusion in schools; preparation, response and monitoring-evaluation of emergencies affecting the education sector (cyclones, droughts, floods, contagious diseases: Mpox, etc.).
- Skills in data collection, statistical analysis, field coordination, monitoring-evaluation of actions in the educational field at the national or regional level.
- Proficient in common office tools: Word, Excel, PowerPoint, as well as good internet research and navigation skills.
- Fluency in French and Malagasy is required.
- Candidate must reside in the regional capital or be willing to relocate and have a means of transport: e.g., vehicle or motorcycle.
- Previous work experience within a United Nations organization is desirable.
- Experience in multisectoral support in the educational field: WASH, health and nutrition in schools, child protection and awareness for behavioral change.
- Good command of the English language (oral and written).

TERMS OF REFERENCE
C’est dans ce contexte que l’UNICEF Madagascar recrute deux (2) Consultant (e)s Nationaux (le)s pour fournir une assistance technique au MEN en vue de la planification, la coordination, la mise en oeuvre et le suivi des interventions du PITAF et du Programme MLT dans les régions de SOFIA et MENABE.
Les Consultant (e)s Nationaux (le)s fourniront une assistance technique aux programmes et assureront le renforcement des capacités techniques des équipes du MEN au niveau régional sur les axes d’intervention ciblés par le PITAF et le Programme MLT, à la fois aux niveaux primaire et du 1er cycle du secondaire (collège). Ces domaines sont les suivants :

- Axe stratégique 2 : La Qualité et l’effectivité du temps d’apprentissage
- Axe stratégique 3 : Les conditions d’apprentissage

Minimum requirements:
Education: An advanced university degree (Masters) in at least one of the following fields: Education, sciences sociales, économie, gestion du développement ou tout autre domaine équivalent/pertinent.
- Work Experience:
- Expérience ≥ 5 ans dans le secteur éducatif ou les secteurs sociaux à Madagascar, en planification et coordination, appui à la mise en oeuvre de programmes/projets, gestion des données et pratiques d'assurance qualité financière au niveau national ou régional.
- Expérience avérée de travail, de collaboration ou d’appui technique aux structures déconcentrées de ministères en charge de l’éducation (DREN/CISCO/ZAP, DRETFP, etc.) et capacité à interagir avec une diversité de parties prenantes(Gouvernement, partenaires techniques et financiers, société civile, bénéficiaires directs et indirects des programmes/projets : enfants et adolescent.e.s, enseignants, communautés/FEFFI, etc.). Expérience et/ou très bonnes connaissances dans les domaines prioritaires d’intervention en éducation de l’UNICEF, à savoir : 1) renforcement des FEFFI pour l'appui aux apprentissages ; 2) la remédiation scolaire par le biais du TaRL ; 3) formation initiale et continue des enseignants ; 4) suivi/encadrement pédagogique des enseignants ; 5) réhabilitation/construction d’infrastructures éducatives ; 6) réintégration/intégration des enfants et adolescent.e.s en dehors de l'école ; 7) prévention et la lutte contre les discriminations de genre et liées à l'inclusion en milieu scolaire ; 8) préparation, réponse et suivi-évaluation des urgences affectant le secteur éducatif (cyclones, sécheresse, inondations, maladies contagieuses : Mpox, etc.)
- Skills :
- Compétences en collecte de données, analyse statistique, coordination sur le terrain, suivi-évaluation des actions dans le milieu éducatif au niveau national ou régional.
- Maîtrise des outils bureautiques courants : Word, Excel, PowerPoint, ainsi qu’une bonne aisance pour la recherche et la navigation sur Internet.
- Language requirements : La maîtrise du français et du malagasy sont requises.
- Candidat(e) résident(e) au chef-lieu de région ou prêt(e) à s’y installer et disposant d’un moyen de déplacement : ex. véhicule ou moto
- Une expérience de travail préalable au sein d’une organisationdes Nations Unies est souhaitable.
- Expérience en matière d’appui multisectoriel en milieu éducatif : WASH, santé et nutrition à l'école, protection de l'enfant et sensibilisations pour le changement de comportement.
- Bonne maîtrise de la langue anglaise (oral et écrit).
