You have:

Key Responsibilities:

JOB PURPOSES:

This position is responsible for leading financial management of projects funded by both local and international donors, offering financial management advice, evolving budgeting and planning strategies, and aligning them to measure impact and value for money at the zonal/cluster level.

The role includes daily coordination of financial processes, ensuring all transactions comply with WV regulations and donor requirements, and maintaining strong internal controls. Additionally, the position provides financial performance analysis to support zonal/project management decisions, promoting cost-effectiveness and efficiencies aligned with global initiatives.

During emergencies, this position ensures finance and procurement systems are in place to deliver rapid and effective responses, while maintaining accountability.

1. Strategy Development & Planning

  • Lead the budget development process in the collaboration with zonal team.
  • Contribute in develop zonal strategy especially on the financial aspects.
  • Develop guideline of implementation of financial control/mechanism in the area.
  • Lead capacity building plan to local partners in each area and improve the overall business practise regarding local partnering.

2. Resource Acquisition & Management/ Engagement/Project Management

  • Review zonal and project budget and make sure of its most updated approved version.
  • Work together with Acquisition Team, Area Program Managers and Zonal Program Manager in proposal development process, especially in budgeting section.
  • Conduct the analysis of funding availability to support the cash management of project funding
  • Manage the process for close-out at end of funding or project cycle in compliance with donor regulations and manuals.

3. Capacity Building/ Technical works

  • Conduct capacity building plan and Talent Management Strategy at the zone and cluster level team to enhance their technical and non-technical skills to support higher performance and career path.
  • Lead the relevant capacity building activities to improve the knowledge of Procurement, Logistics and Program staff on donor financial requirement at the zone and cluster level.
  • Facilitate non-finance staff at the zone and cluster level in using the corporate system and understanding the financial information, data and reports for the delivery of good programs.
  • Provide technical advice for Area Program (AP), cluster, and zonal, in ensuring accountability measures in programs and high-quality service.

4. Accountability & Quality Assurance

  • Manage effective project financial operations at zone level to promote cost-efficiency, higher yield to ministry and to align with partnership/donor/statutory requirement, policies and standard.
  • Lead the financial data management at the zone and cluster level, reporting and analytics and become the strategic business partner who is responsive to organisational needs. Analyse the data & information and provide insights to key stakeholders to improve decision making.
  • Ensure that daily transactions and its relation to the SunSystems, Provision, Concur, Oddo, and other systems are well managed, all challenges are communicated, and actively part of solution makers.
  • Monitor the Watchdog utilisation and Blocked Party Screening (BPS) compliance in every project.
  • Lead the midyear review in terms of Mid-Year Review (MYR) & Semi-Annual Report (SAR) financial process and uploading budget to Sun Systems, INMIS, and Horizon/Impaq for all funding type projects at zone and cluster level.
  • Ensure internal controls are in place, especially for Existing APs, New APs, and other Projects which need support for it.
  • Ensure monthly asset register and changes, aging analysis, bank reconciliation, are matched with ledger, updated, and analysed according to FFM, Donor regulation, and external audit recommendation.
  • Manage cash in monthly basis to ensure liquidity and cash flow to project and actively making follow up actions if there is any outstanding receivables from third parties.
  • Ensure financial reports as required by management is produced, updated, documented, and ready for audit at any time.
  • Provide technical assistance to the Zonal Program Manager, Zonal Team, AP, and cluster in developing and reviewing financial plans, forecasts and analysis for projects as well as the development of partner capacity.
  • Support updating risk mapping profiles for all projects at the zone and cluster level and provide solution to minimize risk.
  • Provide and analyse workload of zone finance team and advise on resource integration options to meet requirements of donor and on recovery of indirect and field ministry service costs for grants and private funding.
  • Support the process for financial audit/ expenditure verification for projects and Yayasan and monitor the follow up actions on the audit findings.
  • Support the action and insights to simplify the business process and provide technical guidance to Zonal, Cluster/AP and project teams.
  • Conduct training and monitoring on the rules and regulations and communicate with Zonal, Cluster/AP teams, and Partners as changes occurs that impact existing protocols.
  • Conduct effective analysis from project regular Monitoring & Evaluation, produce good documentation and well-coordinated reporting system, and documenting lesson learned as needed, include to ensure that no overspending of projects and continuously review MyPBAS commitment for the programs.
  • Liaise and collaborate with other finance team, cross-functional units, zones, and teams of relevant World Vision entities.

5. Management & Leadership

  • Provide Christian leadership and support to enrich the organization's life, faith, Christian commitments and ministry to the disadvantaged children and communities we seek to serve.
  • Build and maintain positive spirit of working in team with other staff in respective zonal, unit, and department.
  • Be a role model and inspiration in managing work, communication and relationship with internal staff and external parties.
  • Manage all risks related to contractual and project management according to organization policies, guidelines, and standard. This includes risks in fraud, safeguarding, and other related risks.

  • Complete all other tasks required by the supervisor to effectively assist the zone in financial and procurement services.

QUALIFICATIONS:

  • Bachelor's degree in accounting/finance and/or has course certificate in accounting/finance and/or has required professional experience.
  • At least 5 years’ experience in financial management, accounting or auditing, preferably gained in humanitarian sector.
  • Above 1 year’ experience in managing team.
  • Professional Proficiency in Bahasa Indonesia and English
  • Ability to travel within country or internationally.

    Up to 25% of travel time.

  • Excellent working knowledge of GAAP.
  • Good working knowledge of computerized accounting system.
  • Experience with planning, forecasting, and project management.
  • Knowledge of donor project regulations and reporting requirements preferred.
