Result of Service As part of the development of the UNRWA Strategic Plan 2023-28, the Agency is looking to capitalize on recent experience and successes in its fields and programmes to develop an Agency-wide adolescent and youth programming strategy.

Work Location HQ Amman

Expected duration - The duration of the consultancy is three months with the possibility of an extension. - Remuneration for this consultancy will be range from $5,000 to $6,000 per month, depending on qualifications and experience.

Duties and Responsibilities Given labour market, COVID-19 related, and other challenges faced by Palestine refugee adolescents and youth across UNRWA’s fields of operation, there is an increasing need for targeted assistance. To gauge the type of support and resources required and how these efforts can be sustained in the current financial environment facing the Agency, UNRWA is commissioning a three-month review to assess the status of adolescent and youth programming and develop and operationalize an Agency-wide adolescent and youth strategy. To this end, under the daily supervision of the UNRWA Protection Division, the consultant, will:

  • Conduct research and convene consultations with relevant UNRWA Headquarters Departments and all Field Offices on issues, needs and trends concerning adolescents and youth
  • Conduct a mapping of UNRWA, other UN and governmental initiatives related to the empowerment and development of adolescents and youth across the region, highlighting best practices and lessons learned and identifying entry points and opportunities for strategic support
  • Based on the results of the research, mapping exercise and consultations, develop an Agency-wide vision in support of adolescent and youth programming that includes the: o elaboration an Agency-wide adolescent and youth empowerment strategy o development of an Agency-wide plan to operationalize the strategy, aligning current adolescent and youth initiatives o identification, mapping and engagement of material stakeholders that will serve as partners / supporters of this initiative, including host government bodies, donors, other UN agencies, international and national non-governmental organizations and community-based organizations o mainstreaming of gender, disability, human rights, and sustainable development agenda
  • Support the development of adolescent and youth strategies in all fields of UNRWA operation, ensuring alignment with the Agency-wide strategy
  • Design a more permanent structure at HQ level for coordination of adolescent and youth programming
  • Other tasks that may be assigned

    Qualifications/special skills .Education:

  • An advanced university degree (Master’s or equivalent) from an accredited education institution in in international relations, international development, social sciences, political science, public policy, or other related field. A first level degree with 2 additional years of relevant work experience may be considered in lieu of the advanced degree.

Experience: - At least eight years of progressively responsible and relevant experience in adolescent and youth strategy development / implementation and/or adolescent and youth governance, strategic planning and/or analysis of the adolescent and youth sector, including at least two years of continues international experience outside of the candidate home country and the countries in which he/she maintains permanent residence. - Proven policy and advisory experience and a track record of research and/or project management concerning adolescent and youth engagement and empowerment - Experience working on international assignments/providing advisory services for national and/or local governments in the area of adolescent and youth policy and/or strategy - Strong knowledge of coordination mechanisms on adolescent and youth policy governance, and of gender and human rights mainstreaming - Proven experience in innovation and an agile approach to research and consultations, conducting online and/or in-person mapping exercises, surveys, interviews, focus group discussions and consultations with governments and civil society actors - Experience in the Middle East region.

Desirable Qualifications :

  • Experience working with international organizations, particularly the UN is an advantage
  • Familiarity with Palestine refugee issues.
  • Familiarity with youth programming in conflict or emergency contexts
  • Familiarity with sustainable development issues.
  • Previous experience in the adolescent and youth sector in the Middle East

Languages: Excellent command of written and spoken English
