NRC Education Programme is developing a community-based Youth project for migrants, refugees, and Libyan populations based in Ajdabiya. A Youth Project Technical Assistant is required to implement day-to-day project activities, oversee incentive-based volunteers, and conducting field outreach activities.

  1. Role and responsibilities

The Youth Project Technical Assistant is responsible for project daily implementation, volunteers’ management, liaising with stakeholders, and develop weekly work-plans.

Generic responsibilities (max 10)

    • Adhere to NRC policies, tools, handbooks and guidelines
    • Strict adherence to the NRC Code of Conduct.
    • Monitors the progress of activities of assigned daily labor and or contractors and ensures they are implemented conform planning and quality standards.
    • Identifies gaps, problems in the implementation area of own activities.
    • Prepares and files accurate records of project activities and ensures all information is accurate and available in time
    • Ensure proper filing of documents
    • Liaise and collaborate with relevant local authorities and other key stakeholders

Specific responsibilities- - Monitor and support the whole process of daily project implementation including training schedule, lesson plans progress, trainers’ progress, curriculum implementation, and students’ skills acquired. - Conduct outreach activities with the targeted populations (IDPs, host communities, migrants and refugees) and serve as a link between NRC programs and the local community. - Submits weekly work plans and written field reports to the Youth Project Officer. - Supervise youth incentive staff and provide support to them in line with program objective. - Ensure direct communication and feedback with beneficiaries and local community. - Liaise with Community Center Team Leader and line manager on logistics and admin arrangement required for implementation of activities. - Any other task relevant to the position as requested by line manager.

Critical interfaces- - Youth Project Officer, and Project Team Leader. - Other education staff supporting integrated approach. - Logistics staff supporting programmes.

Direct: numerous Incentive workers/trainers

Stakeholders:

Implementation teams in other agencies, beneficiaries and community

Budgets:

No direct budget authority. Identify procurement requirements with teachers.

Information:

Responsible for weekly and monthly reports and indicator tracking; assistance

with donor reports, annual reports and log frame updates required

Legal or

compliance:

Responsible for reporting any Code of Conduct violation or Child Protection

concerns to PM immediately

Generic professional competencies:- - Proven capacity and experience to work with youth/child or in a humanitarian context. - Energetic and motivated individuals with a passion for education/ youth and a desire to work different targeted populations. - Prior experience with local or international NGOs in support of refugee populations is an asset. - Able to maintain smooth, clear and professional communication with the beneficiaries - Professional communication skill in dealing with external partners and internal departments at NRC.

Context/ Specific skills, knowledge and experience:- - Understanding of the circumstances, needs and challenges Libyan and migrant youth face with a focus on Benghazi and Ajdabiya. - Minimum 1 year of experience working with youth, adolescents, and volunteering initiatives. - Understanding of training methodology and creation of training and lesson plans. - Experience working with youth education whether on soft or technical training. Community mobilization and outreach is preferred. - Experience and understanding of the labor market and TVET sector in Libya is preferred.

We are looking for a candidate with a minimum of 1 year of experience working with youth, and implementing training programmes. Previous experience managing incentive-based volunteers and trainers is a plus.
