The Youth, Peace, and Security (YPS) agenda is crucial to achieving the 2030 Development Agenda in Turkmenistan for several reasons. First and foremost, youth make up a signifi-cant proportion of the population in the country. These young people represent a power-ful force for change and innovation, and their participation in peace and security, and de-velopment efforts is critical to ensuring that progress is sustainable and equitable. Moreover, youth are often disproportionately affected by inequalities and violence, and the YPS agenda recognizes the need to address the root causes of these challenges by empowering young people to become agents of positive change. By engaging youth to create more stable, peaceful, and prosperous society. In addition, the YPS agenda recognizes that young people have unique skills, perspectives, and experiences that can contribute to development efforts in a variety of ways. For exam-ple, youth are often at the forefront of social and technological innovation, and can bring fresh ideas and solutions to complex challenges. Finally, the YPS agenda is closely aligned with the broader Sustainable Development Goals (SDGs), which aim to promote inclusive and sustainable development for all people, regardless of age, gender, or other factors. By prioritizing youth participation and em-powerment, we can help to ensure that the benefits of development are shared equitably, and that no one is left behind.

UNFPA is completing its Joint Programme in May 2023 on Empowering and Engaging Youth in Mitigating the Threats of the Health Pandemic” funded by the United Nations Trust Fund for Human Security (UNTFHS) and Participating UN agencies (namely UNFPA – a lead agency, UNICEF, UNODC and OIM). Within this Joint Programme UNFPA promoted the intergenerational dialogue through the empowerment of youth and older persons in two selected communities. The Joint Programme generated recommendation and lessons learnt, and UNFPA will continue to work with the government of Turkmenistan on those important In addition, within the framework of the new State Programme on the Youth Policy, UNFPA supports the government in establishing innovative platforms for youth participation and reinforcing youth-related statistical and SDG measurement systems. The partnership also focuses on promoting men and boys’ engagement in advancing gender equality and posi¬tive social norms in society.

The UNFPA Country Programme has a specific focus on the populations furthest behind, including young girls in rural areas and from the lowest wealth quintile, adolescent girls and boys, and young people with disabilities. The Policy Brief provides an issue overview for the situation of adolescents and youth globally and in Turk-menistan, explores trends in Turkmenistan, UNFPA's support, and new priorities and opportunities for partnership during 2021-2025.

The UNV Specialist will support the office in the efforts highlighted above and in developing youth programme focusing on Youth, Peace and Security agenda and working closely with the national partners and other UN agencies. Under the direct supervision of Head of office, the UN Volunteer Specialist will undertake the following tasks:

• Work in close cooperation with UNFPA programme team, contributing to policy and programming efforts related to youth, peace and security in Turkmenistan • Engage in UN inter-agency initiatives, joint programming efforts and will contribute ac-tively to multi stakeholder partnerships with partners from the UN system, civil socie-ty, regional organizations and academic institutions. • Contribute to the work of the UN Human Rights, Gender and Youth Theme Group • Review and development of strategic documents in the field of youth policy, peace and security, including partnership and funding Concept Notes and Proposals • Contribute to the work of UNFPA in area of research and data related to youth devel-opment, and youth, peace and security • Undertake research, literature reviews, secondary data analysis in such areas as youth development, and youth, peace and security and others; • Developing analytical products and briefs in the area of youth development, and youth, peace and security; • Assist in monitoring, assessments and preparing reports and briefs on programme activities in the area of youth development, and youth, peace and security; • Contribute to advocacy and resource mobilization efforts of the Country Office by preparing documentation in the area of youth development, and youth, peace and se-curity, i.e. project summaries, conference papers, speeches, donor profiles, and par-ticipating in donor meetings and public information events. • Help to create and document knowledge about trends in the areas of youth develop-ment, and youth, peace and security by analysing programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management, programme team, partners, and the UN Country Team for use in knowledge sharing and planning future strategies. • Help to establish partnerships with stakeholders, private sector and civil society to promote the programme outcomes. • Other support which may deem to be necessary for the programme delivery;

above-mentioned areas of education • Demonstrated interest and/or experience (up to two years) in youth development programmes, Youth, Peace and Security in the context of international development; • Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded; • Experience or academic research in the areas in youth, peace and security, and in-ternational development programmes; • Understanding of the youth, peace and security development agenda.

The UNFPA Turkmenistan Office consists of approximately 12 employees all located in the capital city Ashgabat.

Turkmenistan is located in Central Asia and has rich history and culture, was an important junction in the Silk Road -- an ancient trade route which connected Europe with Asia -- and the establishment of an extensive transport infrastructure.

Turkmenistan is divided into five administrative regions (velayats): Ahal, Balkan, Lebap, Mary and Dashoguz, each consisting of several districts (etraps). Ashgabat is the capital of Turkmenistan located in the southern part of the country and the country’s largest city. Security: The current security level in Ashgabat is minimal. Ashgabat is considered a safe city, where normal use of common sense and acting responsibly takes one a long way. Public transport is safe to use. There are no direct threats towards the United Nations and its staff in Turkmenistan. Housing: Apartments and flats are easily available and generally of good condition, with well working services (gas, electricity, water). The cost of housing is reasonable, although smaller apartments and certain locations close to foreign embassies and the UN House tend to be more expensive. The country office can assist UN Volunteers in identifying suitable housing. Cost of living and services: Housing is the largest monthly expense, and the cost of living is otherwise very affordable. Daily food and products are inexpensive, as are many services. Local transportation ranges from buses to taxis, which are all affordable. Weather: It has a relatively warm winter with the temperature range in general from 0-10 Celsius Degree and hot, dry summers.

Medical services: Turkmenistan has reformed and developed the field of national healthcare, making it a multipurpose system of social protection. Large-scale work is carried out in Turkmenistan for health protection of people. The national system of health protection progressively develops. The Government pays a big attention to health and well-being of the population which is being supported by Mass sports infrastructure basic principles and skills needed for a healthy lifestyle. Currently there’s a number of modern medical facilities with medical aid available 24/7. Turkmenistan’s health-care system is being modernized with high-tech medical equipment. Prevention, detection and treatment of various infectious diseases in the country is steadily improving and international cooperation is growing stronger. Comprehensive measures are being implemented to prevent the spread of severe acute respiratory infections such as COVID-19 in Turkmenistan.
