**OVERVIEW** ------------ Parent Sector : Social and Human Sciences Sector (SHS) Duty Station: Luanda Job Family: Social and Human Sciences Type of contract : Consultant Duration of contract : 7 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 14 Mai 2023 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- The **Biennale of Luanda - Pan-African Forum for the Culture of Peace** is a joint initiative of the United Nations Educational, Scientific and Cultural Organization (UNESCO), the African Union (AU) and the Government of Angola, which is part of the implementation of the *"Plan of Action for a Culture of Peace in Africa/Let's Move for Peace"* adopted in March 2013 in Luanda, Angola, at the Pan-African Forum *"Sources and Resources for a Culture of Peace".* The Biennale was established by Decision 558/XXIV, adopted in 2015 at the 24th Session of the Assembly of Heads of State and Government of the African Union, requesting the African Union Commission (AUC) to work towards its organization, in consultation with UNESCO and the Government of the Republic of Angola. The initiative strengthens the implementation of Goal 16 and 17 of the United Nations 2030 Agenda for Sustainable Development and of the 7 Aspirations of the African Union’s Agenda 2063, in particular: “The Agenda for Peace” and the flagship project “Silencing the Guns by 2020”, which has been extended until 2030. The Biennale also contributes to the implementation of UNESCO’s Operational Strategy for Priority Africa (2022-2029), intended to provide African responses to the transformations affecting the economies and societies of the continent. The overall objective of the Luanda Biennale is to strengthen the **Pan-African Movement for a Culture of Peace and Non-Violence.** For more information of the Biennale of Luanda, please visit: Long Description ---------------- Under the overall authority of the Director of UNESCO Yaounde Regional Office for Central Africa and the supervision of the of the International Coordinator of the Luanda Biennale, the communication officer will be responsible for leading the Youth Programme and acting as the Focal Point with partners and stakeholders. In particular the Youth Mobilization Officer will: - Implement, monitor and evaluate the implementation of the *Youth Action Programme 2021* – 2023, adopted at the end of the Intergenerational Dialogue during the second edition of the Biennale of Luanda. - Engage, liaise and ensure the Youth active and regular involvement and contribution in all Biennale activities and meetings. - Prepare the intergenerational dialogue for the third Biennale of Luanda. - Link the youth programme with other UNESCO initiatives and projects at HQ and in Central Africa. - Liaise with UNESCO colleagues at HQ and in the other offices across Africa. - Participate actively to the various Biennale’ committees: the Organizing Committee, the Scientific Committee and the Steering Committee. - Design and implement improvements to the onboarding mechanism in order to increase the number of youth in the network. - Enable the participation of the youth to relevant international events. - Design a project support framework to improve the synergies between the Youth and the Alliance of Partners. - Identify and mobilize partners, sponsors and develop funding proposals. - Monitor and evaluate the implementation of the *Youth Action Programme 2021* – 2023, adopted at the end of the Intergenerational Dialogue during the second edition of the Biennale of Luanda. - Draft statutory documents: reports, funding proposals, concept notes, meetings minutes and others as necessary. Long Description ---------------- **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- **Education:** - Advanced university degree (Master’s degree or equivalent) in International Relations, Human and Social Sciences, Gender, Peace studies or Human Rights. - A first-level university degree in combination with additional 3 years of relevant experience in coordinating youth and/or gender networks and fundraising may be accepted in lieu of an advanced university degree. **Professional experience:** - A minimum of 3 years working experience in the United Nations System or in an (international) organization working for the Sustainable Developments Goals. - Proof record of working in coordination of youth and/or gender related networks, peace, and/or human rights. - Experience in fund raising and resources mobilization. - Working experience in Angola and/or Africa.
