UNICEF Lebanon is stepping up on its work on youth-led climate change advocacy. The scope of work of this consultancy is as follows:

  1. Deliver toolkits related to climate change awareness and advocacy across UNICEF Lebanon’s programme engaging adolescents and young people;
  2. Build the capacity of youth activists on climate action policy and advocacy;
  3. Design and implement a plan for advocacy and policy work;
  4. Design Lebanon Country Office youth engagement climate change strategy, including how to engage youth as key voices in future work, utilizing existing tools, such as U-report, PAR etc;
  5. Support with the establishment and management of the first Local Conference of Youth (LCOY) in Lebanon.

How can you make a difference?

Tasks/Milestones Deliverables/Outputs TimelineCreate a group of young advocates through the constituency of the youth Multi-Service Community Centers (MSCC) across Lebanon through delivering toolkits related to climate change awareness and advocacy, 2) design strategic advocacy plans, 3) coordinate the implementation of such plans in addition to providing coaching and support for Youth-led Initiatives concerned with climate action.Minimum of 10 youth-led climate action initiatives supported in the MSCC centers and within in youth programme.25 days to Including Capacity building, coaching, and mentoring (to be delivered during July - December 2023 and June 2024)Develop a strategic advocacy plan with the coordination team on climate to achieve identified policy.

This should be developed in agreement with the climate action coordination team and UNICEF and will spell out the activities that will be conducted, timelines and accountabilities. The advocacy plan can consist of a mix of 1) awareness raising to create social support to the climate change agenda, 2) implementation of youth-led solutions 3) advocacy to influence decision-makers and to get a sit at the table, and, finally 4) policy work (once/if a sit at the table is secured): working with decision makers on policies/strategies/plans.-Detailed work plan document drafted and shared to UNICEF for approval.

Boost the number of members in the Coordination team from UNICEF’s programs. Get youth in different programs involved in UNICEF’s climate change work (including youth-led climate action initiatives from MSCC).Minimum of 10 more individuals/youth-led climate action initiative join the Climate Coordination group.10 days to be delivered latest by August 2023Prepare and conduct awareness-raising and advocacy plans. Also, coordinate the implementation of the advocacy plan. Since the implementation of the advocacy plan will be a collaborative effort of various youth organizations, the consultant will coordinate this work (setting milestones and checking progresses, assessing needs for support, finding resource persons, shifting tasks, updating the plan etc.)

The coordination starts implementing the plans set out in Miro board relating to the awareness-raising and advocacy plan they made.

Achieving the target set out in the “Plan of Absorption” in strengthening the social movement.

Policy-specific advocacy plan based on existing UNICEF modules.10 days to delivered latest by September 2023.Carry out tasks relating to strengthening the social movement plans. The coordination team carries out tasks meant to engage relevant stakeholders identified in their objective. Also, ensure close coordination with MSCC to strengthen the social movement on a national level.

At least 10 external stakeholders engaged in the plan.10 days to be delivered by October 2023 and March 2024Support with the establishment and management of the Local Conference of Youth (LCOY) for Lebanon and present findings at COP28, as relevant. An in-person gathering of local Lebanese youth-led initiatives on climate change, civil society and national policy makers, with the aim to gather the priorities of young people on climate change, key policies and how the work of young people on climate can be supported. The Lebanese youth-led initiatives to be representing youth across different regions in Lebanon, including from MSCC.LCOY organized and event take place in Beirut.

Read out of the event is shared with key recommendation and related action plan for implementation.

15 days to delivered latest by October 2023.Contribute to the National Youth Policy Action Plan put into force by the Ministry of Youth hereby called the “National youth stock-take on climate change”. The action plan lacks interventions on climate change as a priority for youth in Lebanon. The youth survey was conducted in the early 2010s and focuses mainly on socio-economic factors. It does factor in health and agricultural themes which could have the potential to include climate change.Identify key entry points to include climate change interventions in the implementation of the action plan.5 days to be delivered latest by November 2023Organize a local consultation on youth(LCOY) and climate change and provide feedback and present to the youth constituency in addition to influencing policies, this advocacy journey will bring a lot of experiences and learning An in-person gathering of local Lebanese youth-led initiatives on climate change with the aim to gather the priorities of young people on climate policies and how their work can be supported .This should include the coordination team of youth organizations and youth activists and Youth-Led Climate Action Initiatives taking part in the MSCC.Learnings and recommendations report from the Lebanese coordination team.10 days to delivered latest by November 2023.Contribute to the capacity-building sessions organized by RO or HQ on climate change advocacy. Attend meetings by CO and RO related to climate change programmes.Capacity-building sessions for the coordination team on climate change advocacy.10 days to be delivered on December 2023 and February 2024)Facilitate with the youth section a seat at the table with the Lebanese Parliament to discuss potential collaboration on meeting the objective.

The coordination team demands the formalization of its objective into the government’s laws and mandates.endorsed plans between the government and UNICEF’s coordination team relating to the objective.

10 days to delivered latest by April 2024.To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s ) in Environmental Health, Environmental Science or any other related field.
  • A minimum of 2 years of relevant professional experience in in youth led advocacy on climate change
  • Fluency in English and arabic is required. Knowledge of another official UN language (Chinese, French, Russian or Spanish) is an asset.
  • Connection with the youth movements active on climate change advocacy in the country.
  • Planning and organizational skills.
  • Experience in project management and team coordination.
  • Ability to analyze, evaluate and synthesize information.
  • Knowledge of standard Microsoft operating products.
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
