According to a “Report on Vietnamese Youth in the period of 2015 - 2018”, youth aged between 16 and 30 make up 24,8% of Vietnam's population, with the 23,3 million young people. The majority of the youth population are in the labor force and act as a driving force for the country's development. Vietnam's youth are essential to successfully achieving national development goals. Investment in, and the comprehensive development of, youth is both a responsibility and a goal of the whole society. In recent years, the government has created and implemented a youth development policy to ensure the stability and sustainable development of the country. As youth make up such a significant proportion of the workforce, they must be at the center of any strategy to foster and develop Vietnam's human resources.

Viet Nam has a rapid growth of the economy, including the development of the startup ecosystem in general, the impact startups ecosystem particularly. Vietnam will emerge in 2022 as the third-largest startup ecosystem in Southeast Asia along with Singapore and Indonesia, according to the report by Golden Gate Ventures in July 2021. Since 2017, UNDP Viet Nam recognized the potential in the emerging startup ecosystem in Viet Nam to help find market-based solutions for these social challenges. UNDP sought to connect the vision, ambition and innovation of young Vietnamese entrepreneurs with some of the biggest development challenges facing the country, using the framework of the Sustainable Development Goals (SDGs).

Youth Co:Lab

Co-created in 2017 by UNDP and the Citi Foundation, Youth Co:Lab aims to establish a common agenda for countries in the Asia-Pacific region to empower and invest in youth, so that they can accelerate the implementation of the SDGs through leadership, social innovation and entrepreneurship. Youth Co:Lab has been implemented in 25 countries and territories across Asia Pacific: Australia, Bangladesh, Bhutan, Cambodia, China, Fiji, Hong Kong (SAR), Indonesia, Bangladesh, Japan, Malaysia, the Maldives, Mongolia, Nepal, Pakistan, Philippines, Samoa, Singapore, Solomon Islands, South Korea, Sri Lanka, Thailand, Timor Leste, Vanuatu and Viet Nam.

Youth Co:Lab Viet Nam

Despite the recent economic growth, Vietnam is facing many challenges which threaten the country’s continued development, including income inequality, climate change and rapid urbanization. To address these challenges, based on the potential of the emerging start-up environment in Vietnam with a pool of innovative and ambitious young people, Youth Co:Lab Viet Nam is created. Youth Co:Lab Viet Nam was launched in 2018, by UNDP Viet Nam, Citi Foundation, and the Ministry of Science and Technology. Since 2021, Youth Co:Lab Viet Nam has been implemented by UNDP and Business Forum Magazine, under the Vietnam Chamber of Commerce and Industry. Working at both national and sub-national levels, Youth Co:Lab Viet Nam leverages public, private, academic and youth organization partners to create an enabling environment and appropriate incentives for supporting young social entrepreneurs and innovators, to accelerate the national achievement of SDGs.

Youth Co:Lab Springboard Programme

The Youth Co:Lab Springboard Programme is a startup support platform for young SDG innovators, aiming to capture and extend the lifespan of ideas sparked during Innovation Challenges and to provide young social entrepreneurs with networks and resources to increase their impact, employment capability and revenue. It is a skills platform that uses mentoring, knowledge exchanges, networking and showcasing to provide skill development opportunities for young social entrepreneurs. The Springboard Programme is a safe place to test and launch ideas and be connected to the field experts in the region. This is an ongoing effort to expand the Youth Co:Lab community across the region.

Youth Co:Lab Springboard Programme aims to improve business readiness, entrepreneurial skill sets and market access for more sustainable young social enterprises, providing also the means to scale their impact. In 7-10 years, the programme aims for a significant increase in such businesses throughout the region, along with enhanced ecosystems where young social entrepreneurs are better supported. A parallel aim is to see an increase in young people using entrepreneurial skills for enhancing their employability, bridge next steps such as accelerators and market opportunities, as well as improving their communities by implementing the SDGs.

Youth Co:Lab Viet Nam will be incubating impact enterprises to maximize their potential as they continue the work on the SDGs with their business ideas. With this, UNDP Viet Nam will engage a Youth Impact Entrepreneurship Assistant (National UN Volunteer Specialist) who will serve as the focal point for the National Springboard Programme to provide (i) guiding youth social entrepreneurs in Viet Nam to access appropriate training, mentoring, coaching and other supporting programmes and (ii) initiating ideas and implementing connecting activities for the Youth Co:Lab alumni and (iii) supporting the implementation of the Youth Co:Lab Viet Nam and relevant youth activities.

Under the direct supervision of the Youth Engagement Analyst with matrix reporting to the Youth Entrepreneurship and Innovation Coordinator for the Regional Springboard Programme of the Bangkok Regional Hub’s Youth Team, the National UN Volunteer Specialist will: Springboard Programme - Manage and oversee Springboard Programme opportunities and activities in the Viet Nam; - Guide youth social entrepreneurs in Viet Nam to access appropriate training, mentoring, coaching and other supporting programmes; - Support in adapting and localizing Springboard programme modules for the Viet Nam context; - Bridge and mobilize Regional Springboard Programme resources in Viet Nam to co-convene Springboard Programme activities, mentorship and module design; - Promote Springboard modules and develop the feedback loop; - Travel to facilitate Springboard Programme events if and when needed; Youth Co:Lab alumni engagement - Support the creation and management of an inclusive and accessible community engagement platform for Youth Co:Lab Alumni; - Organize and facilitate online and offline Springboard Programme learning and mentorship sessions for Youth Co:Lab Alumni; - Contribute to the development of multimedia products such as animations, videos, and interactive content including and especially for Youth Co:Lab Alumni; Youth Co:Lab Project Implementation and youth activities - Assist in the Youth Co:Lab Viet Nam activities, i.e. National Dialogue, Ecosystem Discussions and Innovation Challenge; - Support the formulation and implementation of the UNDP Viet Nam Youth Engagement Strategy; - Manage and execute the Communications Plan and Strategy of Youth Co:Lab and other youth initiatives; - Assist in documentation and knowledge management of Youth Co:Lab - Provide necessary finance, procurement, administrative and logistical support to UNDP Viet Nam and youth participants in events, including inputs to building the agenda; - Any other related tasks as may be required or assigned by the supervisor.

Results/Expected Outputs:

As an active UNDP Viet Nam Youth Team member, efficient, timely, responsive, client-friendly and high quality support rendered to UNDP Viet Nam and its stakeholders in the accomplishment of her/his functions, including: - Workplan for the National Springboard Programme - Strengthened engagement with Youth Co:Lab Alumni plan and strategy - Directory and profile of Youth Co:Lab Alumni - Effective support to the design and implementation of the UNDP Viet Nam’ youth projects - Effective support to assure the quality of youth events and youth materials, including reports, issue briefs, speeches, press releases, briefing notes, etc.

working with startups, innovation, entrepreneurship training or early-stage investment is preferred - Demonstrated interest and/or experience (min. of 12 months) in Youth, Communications, and/or Community Building - Experience working with international non-government organizations or the UN is an advantage; - Motivated to contribute towards youth and civic engagement, and to serve others; • Good interpersonal, networking and communication skills; - Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded; - Computer skills (i.e. Word, Excel, PowerPoint, social media, and others); - Multimedia skills is an asset (i.e. graphic design, video editing, multimedia software, and others).

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

-National UN Volunteer Specialist receives approximately USD 847.92 as Monthly Living Allowance. -Provided with assignment travel cost and entry lumpsum if applicable. -Enrolled in health, life, disability insurance. -Applicable dependents (primary family unit, up to 3) are eligible for health insurance. -Entitled to annual leave, 2.5 days per month. -Provided with exit lumpsum to support transition at the end of assignment.
