The Youth Engagement Officer is to be utilized in the Iraq Country Office. The Youth Engagement Officer reports to the Youth and Adolescent Specialist NOC, under the guidance of the Chief of the Section. Key tasks will focus on youth and adolescent engagement and participation in Iraq through offline and online platforms, including content production and management, and partner coordination, especially with the Ministry of Youth and Sports, CSO partners, Telecoms, and other UN agencies.

Purpose of the job: This role will strengthen the capacity of the Adolescent Development and Participation Program by promoting a systematic and integrated civic and digital engagement agenda for young people. The role will be responsible for supporting the implementation of the youth engagement strategy and promoting youth civic and digital engagement across sections and programs; identifying partnership opportunities; working with governmental and non-governmental partners; developing and disseminating U-Report digital engagement contents; monitoring and reporting on results; working closely with the Ministry of Youth and Sport to scale and drive nationalization of U-Report and Learning Passports; and identifying creative engagement opportunities and reaching new audiences through partnerships. This staff member will drive and contribute to the implementation of the overall youth engagement agenda, including youth digital engagement through multiple existing and future platforms. This entails working collaboratively with colleagues across teams, as well as with external partners, to create meaningful opportunities for young people to take action in support of children’s rights through UNICEF’s campaigns and priority initiatives. Within the delegated authority and under the guidance of the Chief of Adolescent Development and Participation, and reporting to the Adolescent and Youth Development Specialist, NOC, the Youth Engagement Associate will undertake the following tasks to fulfill the objectives: Duties include: 1. Support the management, implementation, and coordination of all U-Report activities and campaigns, including U-Report Clubs in the youth centers; support the production of interactive content and polls, and coordinate poll content with UNICEF programs, Governmental, CSO, and UN agencies. Manage online and offline U-Report Iraq community activities.
2. Coordinate the implementation of UNICEF’s Young People’s Advisory Group, National Coalition for Climate Action and other youth groups and platform, including designing and implementing work plans; developing communication plans; liaising with programs and sections; supporting youth members in preparation for events/media; documenting learning and successes. 3. Ensure adherence to principles of child/youth participation and safeguarding in the development/implementation of all campaigns, communication products and platforms. 4. Prepare and contribute to reports, including progress reports and final reports, and liaise with the relevant teams, divisions, and partners for report content. 5. Coordinate day-to-day delivery of key results, reviewing work plans to ensure progress and delivery while addressing obstacles and bottlenecks. Ensure effectiveness and transparent use of budget and resources. 6. Contribute to building partners capacities in youth engagement, through coaching, training, and sharing of expertise. 7. Assist in mapping, identification, and engagement of key partners for youth from CSOs and private sector and engage them in the implementation of the youth program activities. 8. Participate in organizing program activities (gatherings, workshops, trainings, etc.) and support implementing partners when needed in youth-related activities. 9. Support and drive the national scale up of U-Report and Learning Passport with the Federal Ministry of Youth and Sports and KRI Ministry of Culture and Youth. 10. Attend meetings with U-Report and Learning Passport Global Team and Regional T4D Business Analyst as necessary. 11. Support the implementation of the U-Report and Learning Passport Iraq scale plan including facilitating capacity trainings and orientation sessions to achieve concrete results and initiatives. 12. Support effective effective implementation and monitoring of the National Volunteering Programme and volunteering Platform, with special focus on adolescent and youth engagement, programme implementation, monitoring, documentation and research. 13. Support UNICEF with the Young People’s Advisory Group (YPAG) and ensuring their meaningful participation across UNICEF programmes and sections. 14. Undertake other key responsibilities as required.

Experience and knowledge in youth civic and digital engagement programs, human rights and gender with specific, measurable and timebound objectives and performance indicators. Experience in social and other forms of digital media. Strong communication skills in English and Arabic; ability to also write and understand Kurdish is an asset. Capacity to liaise and work collaboratively with CSO partners and government counterparts, service providers, telecoms, community and young people. Experience in conducting capacity building and orientation sessions with groups of people. Excellent oral and written skills; excellent drafting, formulation, reporting skills. Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development. Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment. Knowledge of child safeguarding and ethics of working with children and youth.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers receive a volunteer living allowance to sustain a basic, adequate and safe lifestyle. This allowance varies from one location to another depending on local living costs, but all national UN Volunteers in the same location receive the same allowance. Below is a summary of the Conditions of Service. Allowances The purpose of allowances for national UN Volunteers is to enable the national UN Volunteers to sustain a modest and secure standard of living at the duty station. The allowances are in no way to be understood as compensation, reward or salary in exchange for the volunteer work. Volunteer Living Allowance (VLA): All national UN Volunteers are entitled to a monthly volunteer living allowance of USD 1,989.54 The purpose of this allowance is to cover the basic living costs of the national UN Volunteer, and her or his family when applicable. The allowance is to ensure that the volunteer can sustain a basic, adequate and safe lifestyle. The monthly allowance rate is a fixed rate for the duty station as established by UNV headquarters. Resettlement allowance: Eligible national UN Volunteers are entitled to receive a resettlement allowance upon satisfactory completion of the assignment. The allowance assists the volunteer to reintegrate into society both professionally and personally upon completion of their UN Volunteer service.
