This is a UNV National Youth contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Youth contracts.

Description of task

Within the delegated authority and under the supervision of Adolescent Development and Participation (ADAP) Officer or his/her designated mandated representative(s), the UNV Youth Engagement Officer will: • In close coordination with the partner Universities, facilitate the recruitment and organization of new volunteer groups. • In collaboration with stakeholders, coordinate and facilitate training processes of volunteers: design the methodologies, prepare training materials, and organize workshops. • Provide technical and operational support to groups of volunteers in the design, planning, implementation, monitoring and evaluation of their projects and activities, online or in the field. • Ensure the connection between the projects implemented by volunteers and the priorities of UNICEF Country Office, facilitating the coordination with the programme area. • Coordinate and take part in field visits to ensure the quality of the activities and provide technical support to both the Universities and volunteer groups. • Collaborating with group coordinators, facilitate communication between UNICEF, volunteers, and Universities using online and offline channels. • Help with the organization of events to make visible and recognize the achievements of the volunteers’ interventions. • Contribute to the documentation of UNICEF Paraguay volunteer strategy: provision of inputs and drafting of documents for internal and external communication purposes. • With the support of the Monitoring and Evaluation Team, maintain appropriate indicators for the monitoring and evaluation framework of the strategy. • Support knowledge management products to document the progress, achievements and lessons learned of the volunteer programme. • Provide timely assistance during the planning, monitoring, and reporting processes of UNICEF Country Office. • Support in managing the relationships with internal (communication, operations, etc.) external (communication agency, supplies provider, etc.) stakeholders. • Any other related tasks as may be require.

***This opportunity is for 2 positions in Asuncion and Ciudad del Este.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Educational additional comments

-Bachelor’s degree in one of the following fields is required: Social Sciences, International Relations, Communication, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or any other relevant field. - A Master’s Degree in any relevant field is an advantage.

Experience remark

-At least 0-2 years of accumulated professional work experience at the national and/or international level in areas related to youth engagement, social project management, community development, children’s rights and/or international cooperation, or other relevant programmes; - Experience working in the UN or other international development organization or NGO; experience working on social innovation and skills development is considered an asset; - Experience working with Universities or other higher education institutions is an asset.

Skills: - Excellent oral and written skills; excellent drafting, formulation, reporting skills; - Accuracy and professionalism in document production and editing; - Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; - Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; - Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; - Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; - Have affinity with or interest in working with young people, capacity building, prevention of violence, volunteerism as a mechanism for durable development, and the UN System. - Past experiences and/or competencies in facilitating workshops and activities, especially with young people, is an asset; - Show interest for the mandate of UNICEF, more specifically the promotion of children’s rights.
