Without accelerated efforts for systematic and meaningful change, Lebanon risks losing generations of young minds and mass potential. These young individuals are often highly educated and connected with the global community. They have the ability to see aspects of the world from a different perspective. By shedding light on such issues, an opportunity for economic growth and social change is gained.The benefits of engaging young people at all stages of programming is two-fold. From a programming perspective, it ensures that programmes are relevant, authentic, and truly responsive to their needs and priorities. From a young person’s perspective, their engagement in programming increases their sense of ownership, and self-confidence, and develops their skills and knowledge (e.g. communication, leadership, teamwork, organization, and responsibility).Part of UNICEF’s commitment to young people’s empowerment, its commitment to building youth for the future and amplifying the voice of youth, and emphasizing the importance of youth engagement in all programmes and processes, believing that young people are assets and not problems. Identifying and mobilizing youth advocates who want to contribute to national development in various sectors (social, economic, political, environmental, health, etc.) and are supported and guided by UNICEF. The creation of a National Youth Advisory Group (YAG) will ensure systematic, equitable and meaningful engagement of young people through engaging them in the process supporting UNICEF results across all levels and programmes. The YAG includes specifics of representation of young people including (sex, place of residence, disabilities…) to ensure the equitable inclusion of the most vulnerable and marginalized.

The results of this consultancy will be to:

  1. Deliver a finalized concept note for the National Youth Advisory Group (YAG) and prepare a detailed work plan including Recruitment, Implementation (formation of community-based youth advisory groups and sub-committees), Monitoring and Evaluation plan for the National Youth Advisory Group Structure and Recruitment Strategy.
  2. Finalize the U-Report Recruitment Strategy and coordinate with U-Report Ambassadors; Prepare the package for U-Reporters Ambassadors (in coordination with the Social Behavioral Change and Communications sections)
  3. Prepare an SOP to link Nahno-Volunteers with the National Youth Advisory and prepare a plan for mobilizing youth
  4. Deliver capacity-building sessions for the National Youth Advisory Group on Life skills, Advocacy and PAR, and establish new YAG as of 2024.

How can you make a difference?

Tasks/Milestone: Deliverables/Outputs: Timeline:****Prepare a detailed work plan for the National Youth Advisory Group Recruitment Strategy.

The strategy/work plan will include the terms and conditions for joining, outreach strategy, and formation of committees.The consultant will be coordinating with the field offices and the youth that will join the coalition. Each field office will be working with a youth advisory group at the local level (community-based advisory group).

Strategy for UNICEF Youth Coalition and detailed work plan, inclusive of recruitment strategy.

Establishment of Youth advisory groups at the field level.30 days to be delivered end of July.Recruit additional members of UNICEF’s Youth Advisory Group. And organize and lead on the elections of the new YAG after 2023.Conduct regular meetings with the Youth Advisory Group in order to share programmatic updates and record their inputs and experiences from the field.

Recruit new Advisory.

At least 10 more individuals join the YAG group at the central level and establishment of YAG at the field level.

New elections conducted before the end of 2023 for both national and field level YAG.

Minutes of Meetings and Action Points shared with UNICEF, as well as a yearly plan of engagement of the YAG with UNICEF.

20 days to be delivered throughout the consultancy.

Prepare a report that connects the National Youth Policy Action Plan (NYPAP) of the Ministry of Youth with the work plan and scope of work that will be done in the National Youth Coalition.

The national youth coalition will be forming committees based on the NYPAP five priority sectors: demographics and migration; employment and economic participation; social integration and political participation; Education and culture participation; and Health.Report on integrating NYPAP with the national youth coalition work plan.10 days to be delivered mid-September.Conduct training to build the capacity of the National Youth Advisory Group (communication skills, advocacy skills, leadership skills, project management skills).20 Capacity-building sessions for the Youth Advisory Group.20 days delivered throughout the consultancy.

Finalize the U-Report Strategy Report and coordinate with U- Report Ambassadors'

Conduct regular meetings with U-Report Ambassadors and help in outreach.

Prepare a U-Report Strategy Report

Minutes of Meetings, Action Points, Number of Ambassadors reach (target: 120).20 days to be delivered throughout the consultancy.

Prepare a work plan aiming to mobilize volunteers to outreach for the National Youth Volunteering Platform (Nahno Volunteers).

The volunteers for Nahno Volunteers will be from the Community Youth Advisory Groups and in the Makani Centers.

To qualify as an advocate for every child you will have…

  • A University degree (Bachelor) in Social work, engagement or any other related field.
  • A minimum of 3 years of relevant professional experience in youth led advocacy and youth engagement and participatory action research.
  • Fluency in English and Arabic is required. Knowledge of another official UN language (Chinese, French, Russian or Spanish) is an asset.

Knowledge/Expertise/Skills required:

  • Connection with the youth movements active in advocacy in the country on different issues (employment, education, environment etc.).
  • Familiar with UNICEF’s youth engagement and participation program.
  • Planning and organizational skills.
  • Experience in project management and team coordination.
  • Ability to analyze, evaluate and synthesize information.
  • Knowledge of standard Microsoft operating products.
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
