This UNV assignment is part of the assistance and support the RCC Bangkok provides to programmes of the UNFCCC secretariat in contribution towards scaling up achievements of the objectives of the Convention and the goals of the Paris Agreement. The Centre aims to provide hands-on support to governments and non-party stakeholders in Asia and the Pacific region to develop their mitigation efforts through capacity building support, direct technical assistance, and strategic networking - sourcing the know-how and resources needed to drive clean development.

The Centre is dedicated to the objectives of the United Nations Framework Convention on Climate Change, the Kyoto Protocol, and the Paris Climate Change Agreement. The Centre helps channel local, regional and global resources into climate action, to facilitate implementation of countries’ Nationally Determined Contributions (NDCs) to the Paris Agreement, National Adaptation Plans, roadmaps for implementation of the 2030 Agenda for Sustainable Development, and all other relevant climate-related policies and strategies of countries across the region.

Through one of its ongoing programmes, RCC Bangkok will build on existing relationships, programmes and mandates relating to youth in the region, including the Action for Climate Empowerment (ACE) Programme, the Academy for Global Youth Leadership Empowerment (AGYLE) through their strong network of leading youth delegates across the region.

Within the delegated authority and under the supervision of the Regional Lead of the RCC Bangkok or his/her designated mandated representative(s), the Youth Engagement Coordinator will undertake the following tasks:

• Provide technical and operational support to the development and implementation of an inclusive in-depth learning and traineeship programme to improve the capacities of youth from diverse communities to effectively participate and engage in climate policy development and negotiations, with a specific focus on the UNFCCC Intergovernmental Negotiation Process.  • Collaborate with local, national and regional youth lead organizations and initiatives, such as the Movers Programme and UNFCCC’s Children and Youth Constituency (YOUNGO) to support AGYLE youth trainees to share their knowledge, experiences, and opportunities through YECAP with other young people from the region to accelerate youth climate action.
• Support and facilitate meaningful and active participation of youth, including young indigenous people, in pertinent climate-related meetings and events at the national, regional and international level, including but not limited to, Regional Climate Weeks, Conference of Parties (COPs), sessions of Subsidiary Bodies (SBs), SDG Global Festival of Action.

• Support and facilitate meaningful engagement of youth in the overall process of development and implementation of Nationally Determined Contributions (NDCs), National Adaptation Plans (NAPs) and Long-Term Low Emission Development Strategies (LT-LEDS), in collaboration with Government entities.

• Assist RCC Bangkok and YECAP co-conveners in organizing capacity building workshops, regional dialogues and networking events with Asia-Pacific governments, youth leaders and other relevant stakeholders on youth-inclusive climate policy development • Support the work within the Action for Climate Empowerment (ACE) Workstream, mainly through promoting training including the capacity-building activities, public access to information and public participation for youth and other stakeholders • Attend all RCC meetings on youth-related topics, representing RCC Bangkok, and take necessary action to advance youth- related activities in the region as well as in exchanging and gathering information from other regions as a multiplier effect, in coordination with the ACE Team and the Global AGYLE Coordinator • Support the activities of the RCC Bangkok team with SMEs, on carbon pricing and market mechanisms, including the CDM and Art.6 of the Paris Agreement (PA) and other relevant workstreams, through research and analysis of the data related to various regional actors, with specific focus on youth, working in the climate sphere • Facilitate the participation and engagement of youth in capacity building workshops and other events organized by RCC Bangkok in collaboration with Government entities, i.e. support NDC related topics, Article 6 of the PA, climate finance and carbon pricing workstreams. • Develop and maintain a database of movements, initiatives, organizations and individuals driving youth-led climate action in the region. • Along with other team members from RCC Bangkok, support the RCC Bonn team to organise the Asia Pacific Climate Week, including youth and ACE related affiliated events.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs

• As an active UNFCCC/IGES Regional Collaboration Centre (RCC Bangkok) team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNFCCC and its beneficiaries in the accomplishment of her/his functions, including:

o High quality input is provided to support the in-depth learning and traineeship programme to improve the capacities of youth from diverse communities to effectively participate and engage in climate policy development and negotiations; o Timely and efficient contribution to the delivery of Workshops, events and drafting relevant materials; o Effective communication with stakeholders and contributions to support RCC Bangkok’s role in the YECAP proposal and implementation of the AGYLE Programme.

• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Bangkok provides basic living needs, including accommodation, banking facilities, medical facilities and telecommunications/internet services are readily available. All staple foods can be found in the markets, eg: rice, meat, vegetables, fruit, cooking oil, salt, etc. Many imported goods are available in Bangkok and other places throughout Thailand. Bangkok has many good restaurants with good health standards and most guesthouses provide food. In Thailand the most used means of transportation are taxi or local bus (and, in Bangkok, the elevated train service). Mobile phone is the most dependable tool to be in- touch with colleagues and friends. Internet service is readily available and affordable at most apartment complexes. ATMs are everywhere in Thailand and Western cards can usually be used to withdraw Thai Baht. For those with children, schooling options in Bangkok are to be well evaluated and determined before taking your children at duty station. School fees and area really depends on your preferences. Admission fee for school in Thailand ranges from $3,000 - $9,000 and tuition fee from $5,500 - $25,533 (per annum). Depending on educational quality and the area which comes with price tags, you may need to explore more on schools to find out what they could offer that serves the needs of your children. No specific allocation is available for schooling and Volunteers will need to bare the entire costs.
