Purpose of Activity/Assignment:

UNICEF Kosovo is in the first year of implementation of the new five-year programme cycle for the period 2021-2025. Empowerment of adolescents and young people is at the heart of the programme and it is one of three key priorities for this five-year programme cycle. UNICEF aims to increase opportunities for adolescents and young people in Kosovo through enhancing their participation and equipping them with the necessary skills for participation in the labour market and for becoming social agents of change in their community.

In line with the priorities outlined in the UNICEF Kosovo Programme 2021-2025, UNICEF Kosovo aims to support the Kosovo institutions to strengthen the support and response to adolescents and young people in Kosovo through providing opportunities for skills building and internship placements to enhance bridging the school to work transition. UNICEF Kosovo places a specific emphasis on leveraging new partnerships with public and private sector actors to coordinate efforts jointly for addressing the urgent need to invest in the second decade of children’s life. To address issues, priorities and plan around unemployment and social welfare, the new government of Kosovo has merged the Ministry of Finance with the Ministry of Labor and Social Welfare. To this end, UNICEF Kosovo Office is providing technical support to the Ministry of Finance, Labour and Transfers to support their efforts to establish mechanisms for a youth guarantee fund and policy level transition associated with integration of the Ministry of Labour and Social Welfare within the scope of the Ministry of Finance.

Scope of Work:

Under the overall supervision of the Youth and Adolescents Development Officer, the Youth Development Consultant will support UNICEF Kosovo Office and the Ministry of Finance, Labour and Transfers (MFLT) with technical expertise on the youth guarantee fund and the smooth transition and integration of Ministry of Labour and Social Welfare within the Ministry of Finance.

Within the scope of work, the expected outputs of this consultancy are outlined below:

  • Support the MFLT in establishing a mechanism for the planned youth guarantee fund and liaise with other line ministries for the process of youth guarantee
  • Conduct a mapping of existing schemes and programmes which focus on adolescents and youth skills building, internship and employment supported by central level institutions
  • Liaise on linking UNICEF Kosovo youth programme interventions with other MFLT supported programmes
  • Identify areas for UNICEF’s involvement in supporting the development of child friendly policies and budgeting, related to the school to work transition and MFLT mandate
  • Facilitate and support the MFLT’s youth and adolescent activation programme provisioned under the package of the Economic Recovery Plan under the implementation of Kosovo Employment Agency
  • Support and facilitate the implementation of employment guarantee programmes related to the inclusion of young people, including students from the social work faculty, in different internship and employment programmes in public and education institutions
  • Support and facilitate the reorganization efforts that stem from the merger of the former Ministry of Finance and the former Ministry of Labor and Social Welfare

Tasks/Milestone: Facilitate and support the MFLT youth and adolescent activation programme for employment opportunities as to be provisioned under Economic Recovery Plan Deliverables/Outputs: Youth identified and referred as part of activation programmes of MFLT Timeline: October 2021 – September 2022

Tasks/Milestone: Support and facilitate implementation of employment guarantee programmes related to inclusion of young people, including students from the social work faculty in different internship programmes in public and education institutions Deliverables/Outputs: Employment guarantee programmes implement by Kosovo Employment Agency include young people and students from social work faculty in internship schemes with public and education institutions. Timeline: October 2021 – September 2022 Tasks/Milestone: Prepare a Report and recommend policy adjustment in better alignment of the new internal set up of the Ministry of Finance, Labor and Transfers Deliverables/Outputs: Report with policy recommendation completed to support better alignment of internal set-up of MFLT Timeline: October 2021 – September 2022

Minimum Qualifications required: Masters

Knowledge/Expertise/Skills required: · University degree, preferably with master’s degree in economics or social sciences. · At least 2 years of experience working in public institutions in the area of European integration or Finance. · Proven analytical and report writing skills. · Ability to write concisely, clearly, and under time pressure. · Strong facilitation, negotiation and coordination skills.
