In 2022, the Youth Empowerment Project in Asia and the Pacific (YEP-AP) was approved as a regional programme in the Asia-Pacific region. It aims to invest in and empower young people across the region, to accelerate the implementation of SDGs. YEP-AP believes that youth can be leaders who create inclusive and equitable societies free of discrimination and can make a positive difference by taking on the challenges through social innovation, mobilising their peers and communities, and creating adaptive and innovative solutions. YEP-AP focuses on youth political, social, and economic empowerment by building the capacities of young people and key stakeholders and creating safe, inclusive, and enabling environments for youth participation and civic engagement, especially for women and those from marginalised groups.

YEP-AP in the Philippines plans to deliver selected outputs and activities based on the regional programme document, one of which is the Movers Programme, a grassroots movement that aims to equip youth with the tools to take action in their community by raising awareness about the SDGs and entrepreneurship. With UNDP’s strong network of partners dedicated to youth empowerment and a mission to leave no one behind, it aim to reach the most vulnerable groups and to empower them by using a training of trainers approach. Since 2020, the Movers Programme in the Philippines has reached over 9,600 workshop participants and 421 volunteer sign-ups nationwide, 61% of which are female. Through its curriculum, the Movers Programme empowers young Filipinos with 21st century skills and a working on knowledge on the SDGs and its cross-cutting themes. This is an ongoing effort to expand the YEP-AP community across the region.

UNDP Philippines will engage a National UN Volunteer Specialist who will act as the focal for the Movers Programme. As focal, responsibilities include expanding and strengthening community engagement, mapping of youth led innovative initiatives, lead youth-led dialogues of the county’s pressing issues and needs, facilitate fostering youth contribution to SDGs through forging partnerships and collaboration among youth groups in the Philippines, and support engagement with potential partners.

Under the direct supervision of the Youth Engagement Analyst with dotted reporting line to the Youth Team at the Bangkok Regional Hub, Regional Bureau for Asia and the Pacific, the UN Volunteer will undertake the following tasks:

YEP-AP Project Implementation and Youth Engagement • Assist in the UNDP Philippines’ youth activities, i.e. National Dialogue, Ecosystem Discussions, Innovation Challenge; • Support the formulation and implementation of the UNDP Philippines Youth Engagement Strategy; • Support the formulation and implementation of the annual project work plan; • Support in pipeline development of and resource mobilization for youth initiatives;

Movers Programme • Organise, promote and facilitate online and offline Movers Programme workshops for Filipino youth; • Manage, coordinate and track the Movers Programme activities and volunteers/communities in the Philippines; • Manage and monitor grantees of Movers Skills Grants • Support the creation and management of an accessible community engagement platform for stakeholders; • Support in adapting and localizing Movers training curriculum for the Philippine context; • Bridge and mobilize partners and resources in the Philippines to co-convene Movers Programme activities, mentorship and module design; • Travel to facilitate Movers Programme workshops as the need arises
• Develop Movers National Strategy in order to support regional office with resource mobilization for the PHL expansion; • Consolidate all the data of workshop and partners tracker of Movers Philippines Partnerships and Community Building • Support the development of a robust youth and partnership network in the Philippines; • Facilitate learning exchanges with network of partners to encourage partnerships and re-source mobilization; • Actively research for opportunities in the youth empowerment ecosystem that the youth team can share to its stakeholders; • Community engagement with and management of partners, ecosystem players, and youth leaders including members of the Movers Programme in the Philippines; • Assist in document and knowledge management of YEP-AP including Movers Programme, such as, but not limited to the maintenance and improvement of the youth stakeholder directory, good practices and lessons learned Reporting and Communications • Support the communications and advocacy campaigns to encourage more young people to participate, exhibit accountability to stakeholders, and attract potential partners for resource mobilization; • Draft speeches or talking points , as needed • Assist in the preparation of reports (technical and financial) for the Country Office and the Bangkok Regional Hub; Operations • Provide necessary administrative, logistical and operational support to YEP-AP, Movers Programme and other youth-related initiatives of UNDP Philippines Results/expected outputs:

As an active UNDP Philippines Youth Team member, efficient, timely, responsive, client-friendly, and high-quality support rendered to UNDP and its beneficiaries in the accomplishment of her/his functions, including: • Gender- and sector-inclusive work and engagement plan for expanding the network of partnerships promoting youth empowerment to include, among others, accessible community engagement platform for stakeholders • Gender- and sector-inclusive work and engagement plan for the Movers Programme in the Philippines, to include, among others, o Facilitation of Movers Workshops o Develop and/or translate Movers modules • Organize community activities for stakeholders including partners and Movers volunteers • Maintain the directory and profile of partners, disaggregated by gender and sector • Effective support and concrete contributions to the design and implementation of the UNDP Philippines’ youth strategy, projects, and initiatives • Effective support and concrete contributions to assure the quality of youth events and youth materials, including reports, issue briefs, speeches, press releases, briefing notes, etc.

stakeholder management between entities / organizations;

Previous experience on community engagement particularly among young people;

Previous engagement with youth-related work is an asset;

Experience of volunteering/working/interning in youth-focused CSO/s or youth empowerment projects;

Previous assignment in a similar position would be desirable;

Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels;

Excellent communication skills;

Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded;

Agile, flexible, and open to learning and new experiences;

Digital and social media skills (i.e. Office 365, video conference applications, Mural/Miro/Trello or similar tools, social media, and basic data analysis, among others).

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
