Result of Service

To achieve the above objectives, the Youth Communications and Outreach contractor will be responsible for developing:

a) prepare a concise baseline assessment of ODA’s communications and outreach with young people on disarmament issues, with a focus on nuclear disarmament;

b) design and conduct research and analysis into effective ways, means and platforms of reaching out to, communicating with, and stimulating young people’s interest and ability in becoming changemakers for a world without nuclear weapons. This will include a study of “best practices” in the area of disarmament and other related fields, such as climate change and sustainable development;

c) conduct research into effective means of preserving the legacy and testimonies of the hibakusha, in particular survivors of the atomic bombings of Hiroshima and Nagasaki and sharing them with current and future generations;

d) translate the research findings into a concrete and actionable communication toolkit on nuclear disarmament, as part of ODA’s overall communications strategy, aimed at a diverse and young audience which also identifies new outreach tools, methods, and materials to obtain the objectives specified under "Duties and Responsibilities" above;

e) initiate and oversee the production of a suite of communications material for youth that is aimed at bringing the lessons of Hiroshima/Nagasaki and the Hibakusha to the world (e.g. video game, course, video (e.g. for the Disarmament Exhibition), holograms, mini-documentary, etc.).

Duties and Responsibilities

The newly created “Youth Leader Fund for a World without Nuclear Weapons” aims to equip the leaders of the future with the knowledge, skills, and network to join global efforts to eliminate nuclear weapons. It is an innovative training programme by the United Nations Office for Disarmament Affairs (ODA), made possible by the financial contribution of the government of Japan, for young people between 18 – 29 years old.

Participants will receive training in general principles of nuclear disarmament, non-proliferation, and arms control through online courses, with a selected cohort participating in a week-long in-person study tour to Hiroshima and Nagasaki. The future leaders will also exchange ideas with disarmament experts from think tanks, civil society organizations, media, and the diplomatic field, and develop the practical know-how to engage and contribute on issues related to nuclear disarmament, non-proliferation, and arms control.

As part of the Youth Leader Fund for a World without Nuclear Weapons, the Office for Disarmament Affairs aims to enhance the effective communications and outreach to youth. The Office for Disarmament Affairs is therefore seeking the services of a Youth Communications and Outreach Contractor who will be responsible for:

a) Identifying, modeling, and sharing methods for effective outreach to, and communications with, the public and young generations with a focus on nuclear disarmament. This includes ways, means and platforms of reaching young people across the globe.

b) Capturing and disseminating the knowledge and experiences of the Hibakusha, including the cities of Hiroshima and Nagasaki for future generations.

Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in the field of communications, journalism, public relations, political affairs or related fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Minimum of 2 years of relevant working experience in communications, journalism, public relations, or political affairs is required. Experience with designing and conducting qualitative research is required. Experience in communications, outreach, training and/or capacity-building initiatives is desirable. Knowledge of the work of the United Nations is desirable. Knowledge of multilateral disarmament issues and youth education and empowerment in disarmament is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the consultancy advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
