The Youth & Adolescent Development section focuses on positioning UNICEF as a partner of choice in the area of skills-building, healthy lifestyles and participation. This requires a strong engagement in policy formulation, engagement with multiple Government actors and development of strategic partnerships with private sector and civil society actors. The young people programme, which is newly established, will require intensive engagement at a decentralised level with different stakeholders, as well as ensuring participation of adolescents and youth in appropriate policies and legislations, creating platforms, opportunities and spaces for participation, building skills and competencies and influencing attitudes and social norms.

The Youth & Adolescent Development Officer, NO-A, will support the implementation and operationalization of the youth programme under the supervision of the Youth and Adolescent Development Specialist, NO-C. The Officer will coordinate program activities on a daily basis and ensure that there is a clear strategy in place to reach communities, gather relevant information and empower young people to address relevant issues, as well as use this information to influence local and national stakeholders as part of a larger UNICEF strategy for adolescents and young people. The incumbent will contribute to the achievement of UNICEF goals in the country to promote the full and active participation of adolescents, promoting their rights to a safe environment and well-being in the society.

Key functions and accountabilities:

  1. Analyse data and take part in planning the development, implementation, monitoring and evaluation of the programs;
  2. Monitor and report on the use of adolescent development and participation programme resources (financial, administrative and other assets);
  3. Undertake field visits and surveys and share information with partners/stakeholders to assess progress and provide technical support to relevant officials for resolution;
  4. Build and sustain effective close working partnerships with various stakeholders in order to promote and advance the work of UNICEF;
  5. Use innovative approaches and evidence-based trends to apply new methods and techniques.

Knowledge/Expertise/Skills required:

  • An advanced university degree in one of the following fields: Anthropology, Psychology, Sociology, Education or another relevant technical field.
  • A minimum of one year of professional experience in social development planning and management in youth & adolescent development-related areas.
  • A high level of ethical awareness and integrity.
  • Ability to build partnerships and work collaboratively.
  • A result-driven attitude with the ability to manage ambiguity.
  • Fluency in both English and Serbian.
  • Experience with working in a developing country is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Knowledge of another official UN language is considered as an asset.
