The Young Professionals Programme

WHO Headquarters offers opportunities for young professionals from Least Developed Countries (LDCs) to engage in WHO’s work and build skills and competence in key public health areas. This is a structured programme which incorporates additional exposure and experience at country level and career support.

Young Professionals will be assigned to regular WHO positions and will be fully immersed in WHO’s technical work. Young Professionals will benefit from career support, networking, mentoring and tailored learning opportunities throughout this period to support them in achieving their personal career goals. To enhance their knowledge and widen their professional network, the YPP may be posted in a different WHO office on short term learning assignments.

Eligibility criteria

The following eligibility criteria in addition to the minimum requirements of the position will be used to shortlist candidates:

• To be no older than 35 years on 31 December of the year of application.
• To be a national of a country eligible for the Programme: List of Eligible Countries.
• To hold a relevant university degree obtained in your home country or other eligible country.*

*Exceptions will be considered where no institute of higher education exists offering the degrees required for eligibility to this Programme as per the World Higher Education Database.

Purpose of the Position

The technical officer will support the cross-cutting lead (cc-Lead) of the Global Hepatitis Programme (GHP) with advocacy activities, the coordination of the country support plans, and hepatitis B and C elimination.

Objectives of the Programme and of the immediate Strategic Objective

The Global HIV, Hepatitis and Sexually Transmitted Infections Programmes (HHS) hosts the WHO’s Global HIV Programme, the Global Hepatitis Programme (GHP) as well as the Global Sexually Transmitted Infections (STI) Programme. The programmes are guided by the Global Health Sector Strategies on HIV, Viral Hepatitis and Sexually Transmitted Infections (GHSS) 2022-2030 to be approved by the World Health Assembly in May 2022. The programmes have the following strategic directions: 1) Deliver people-centred services; 2) Optimise systems, sectors and partnerships; 3) Generate and use data to drive decisions and action; 4) Engage empowered communities and civil society; and 5) Foster innovations for impact. The 2022-2030 GHHS’s are linked to achieving the goals of the 2016–2030 Agenda for Sustainable Development (or the Sustainable Development Goals), in particular the goals of ending AIDS, tuberculosis and malaria; and achieving universal health coverage and healthy lives and well-being for all at all ages by 2030.

The objective of all three Programmes is to lead an effective, organization-wide effort to support Member States in the implementation of the GHSS. The GHP programmes provide technical and strategic leadership and leverages on the capacity of other headquarter departments to contribute to elimination. The programme also works closely with WHO Country Offices, through the Regional Offices in order to maximize WHO's impact in the context of the General Programme of Work 13 (GPW13) guided by the “Triple Billion” targets related to universal health coverage, protection from health emergencies, and promotion of better health and well-being for all.

Organizational context

Under the broad guidance and supervision of the Cross-cutting Lead for the Global Hepatitis Programme (cc-Lead GHP), the incumbent provides technical and project management support to the biennial workplan of the cc-Lead GHP. The incumbent will work within the given guidance of the WHO rules and regulations, and within the guidance of the cc-Lead, and works closely with her/his counterparts in the regions and country offices.

Summary of Assigned Duties

Under the guidance of the cc-Lead GHP, she/he will provide:

• Project management support ( including planning, executing, monitoring and closing) and technical input to the advocacy activities (for example the Global Hepatitis Summit, World Hepatitis Day, etc.) and activities related to the Governing Bodies of WHO.
• Support the coordination of the Country Support Plan (CSPs) development, handling the requests for specialised HQ support, monitoring, recording and reporting.
• Support the Elimination of Viral Hepatitis B and C initiative which includes providing technical and administrative input to the convened meetings, trainings, reports and publications.
• To assist with the meetings of stakeholders and donors and related communications and reports.
• Other duties as assigned by the supervisor.

Education Qualifications

Essential

Advanced university degree in Medicine, Public Health, Epidemiology or related area. A university degree in a relevant subject must have been obtained in your home country or other eligible country.

Experience

Essential

Two years’ experience in the field of communicable disease and/or hepatitis, HIV and/or STIs including at least one year in development processes for public norms and standards.

Desirable

Experience in a hospital, Ministry of Health or regional/international public health institution and/or experience in viral hepatitis would be an asset.

Use of Language Skills

Essential

Intermediate knowledge of English.

Desirable

Expert knowledge of English. A basic level in French or another UN language would be an asset.

Other Skills

Computer literacy in standard office applications, experience in project management.
