Young Professional Officer (Fisheries and Aquaculture)

FAO's Subregional Office for the Caribbean (SLC) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional food, agriculture and rural development priorities. It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). It assists the FAO Representations in the subregion with addressing subregional food security, agriculture and rural development issues at country level. The Subregional Office (SLC) is supervised by FAO's Regional Office for Latin America and the Caribbean (RLC).

The post is located in the Subregional Office for the Caribbean (SLC) in Bridgetown, Barbados.

Reporting Lines

The Young Professional Officer (Fisheries and Aquaculture) reports to the SLC Fisheries Officer.

Technical Focus

Provides technical and policy support on building more resilient and sustainable fisheries and aquaculture in the wider Caribbean. Assists in the development of technical solutions, and uptake of policies, plans and strategies, including through policy advice, and related advocacy and capacity development, strengthening the interface science-policy.

Key Results

Research and analysis of information, data, statistics, methodologies, policies, etc. to support the delivery of programme products, projects, publications and other services.

Key Functions

• Analyses relevant technical social, economic, environmental, and technology information, data and/or statistics for input in various documents.
• Maintains records and updates databases and web pages.
• Provides technical support to various projects.
• Collaborates in the development of training tools and materials and the organization of workshops/seminars etc.
• Participates in the organization and follow-up of meetings, consultations and conferences, the production of required materials and the provision of information and assistance to partners.

Specific Functions

• Contributes to exploration, analysis and development of opportunities for sustainable development of fisheries and aquaculture resources and safeguarding the health of the marine environment, through technical, social, economic, environmental, institutional, and technology interventions.
• Supports contacts with institutions including, subregion-wide institutions including Regional Economic Integration Organizations (REIOs), governmental, think-tank, academia, corporate and NGO/CSO, private stakeholders, in order to develop, establish and update a regional compendium of professionals as a tool for readily available pool of experts and other resource persons.
• Contributes to the implementation of the intersessional work plan of Western Central Atlantic Fishery Commission (WECAFC), specifically connected with targeted priorities of thematic and species-related joint Working groups, Scientific Advisory Group (SAG) and other relevant undertakings.
• Participates in the relevant multi-disciplinary teams work, collaborates and engages with other units in SLC, the Fisheries and Aquaculture Division (NFI) and external partners, participates to national, regional and international meetings and conferences in support of knowledge and good practices sharing in the areas of fisheries management, production, utilization and trade.
• Assists in the preparation, organization and reporting of meetings, including preparation of working documents, PowerPoint presentations, ensuring a high level of consistency and accuracy.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in economics, fisheries economics or marine affairs with a specialization in fisheries management and/or governance or related field.
• One year of relevant experience in fish trade, fishery products safety and quality, marine fisheries, fisheries statistics or data management.
• Working knowledge (proficient - level C) of English and limited knowledge (intermediate – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

• Ability to work autonomously, with proactivity and results and goal-oriented approach;
• Extent and relevance of experience in Caribbean agricultural sector and environment;
• Ability to write clearly and concisely, edit technical papers, present visual and graphic technical contents, and deliver effective oral presentations;
• Computer software skills, such as Office 365 and internet;
• Experience and ability to manage institutional relations with stakeholders;
• Extent and relevance of experience in policy analysis and engagement in policy dialogue with governments, academia, civil society, private sector, and/or development partners under an international cooperation context;
• Extent and relevance of experience in overcoming data availability restrictions with the methods that address complex policy and research issues;
• Working knowledge (proficient - level C) of Spanish and/or French is considered an asset.
