UNFPA Young Innovators Fellowship Programme 2022

Enabling young people to realise their full social, economic and human potential is a key aspect of UNFPA’s mandate. Our Fellows are innovative young people from around the world who have demonstrated commitment to development issues within their communities. The Young Innovators Fellowship programme brings young people into UNFPA with a dedicated focus on both providing a youth perspective and driving innovation. This exciting opportunity sees fellows undergo leadership training and support innovation efforts in UNFPA Regional or Country Offices in a capacity relevant to their experience.

Our goal is to provide fellows with the tools, skill sets, international experience and exposure to innovation to empower them to realise their career goals, thus building national capacity. Fellows in turn provide innovative insights and ideas that will enable us to be better aligned with development issues in their community.

Under the direct supervision of Resident Representative, the UN Volunteer will undertake the following tasks: The UNFPA Young Innovator Fellow will contribute to UNFPA’s innovation priorities in a number of ways, including: strengthening the innovation architecture; supporting the scale-up of innovations; forming partnerships; strengthening financing for innovation; and expanding the communities and culture for innovation.

In line with the Strategic Plan 2022-2025, the UNFPA Angola Country Office (CO) plans to consolidate its innovation culture to support the achievement of the three Transformative Results (3TRs), with a focus on programme management and girl’s empowerment.

As part of strengthening health systems in the country, the CO will propose innovative solutions to ensure quality support to obstetric and neonatal emergencies management and to menstrual health management (MHM). The UNFPA Young Innovator Fellow will integrate with the CO team and contribute to the efforts in the conceptualization phase and in the development of strategy documents for domestic resource mobilization, particularly from the private sector, to increase the financing for innovative ICT-based solutions. The CO will use new technologies to mobilize domestic resources and to foster social progress and the empowerment of populations and communities in the country’s provinces, with focus on the furthest left behind.

In order to respond to the lack of skilled birth attendants (only half of births are attended by skilled health personnel) and the low capacity of existing health personnel particularly in managing emergency obstetric and newborn care (EmONC), the CO intends to support the Ministry of Health to develop an App to ensure 24/7 technical/clinical support to all doctors, nurses, midwives and health staff attending obstetric and neonatal complications that might arise in the country's maternity wards. The CO will also support the country's efforts in creating conditions for MHM, in a sustainable manner, through the training and empowerment of young girls/entrepreneurs in manufacturing intimate 2/3-year reusable branded pads with the aim to keep the adolescent and young girls in school.

In terms of programme management, the UNFPA Young Innovator Fellow will contribute to putting in place a Programme Management Software (Odoo Platform) which is an interactive project management tool that allows project planning, programming/rescheduling and monitoring on an ongoing basis, enabling program officers to clearly define goals and outcomes. This tool will serve as a basis for promoting the agile mindset across the CO, while nurturing its innovation culture.

In addition, the UNFPA Young Innovator Fellow will provide technical support to launch the online courses produced in the CO: Adolescent and Youth SRH course of the Community of Portuguese Speaking Countries (CPLP), Integrated SRH Package course, and the HIV prevention Among Prisoners online course for Health Providers.

With regards to adolescent girl’s empowerment, the CO will also support the implementation of the Oi Kambas App, in partnership with the Ministry of Youth and Sports. The Oi Kambas App intends to provide a virtual safe space for adolescents and youth to access quality ASRH information and youth-friendly health services. The App also provides a space for adolescents and youth to share human stories and lessons learnt related to SRH.

To that end, the UNFPA Young Innovator Fellow, under the overall guidance of the Representative and the direct supervision of the Assistant Representative and SRH/MH/FP Policy Adviser, will undertake the following tasks:

Innovation Culture Mainstreaming in the CO’s Work: ● Contribute to developing the country's innovation framework which will guide innovation mainstreaming; ● Contribute to identifying partners at the country level to strengthen UNFPA’s positioning within the innovation ecosystem in Angola; ● Contribute to organizing ideation workshops to identify innovation ideas to accelerate County Programme (CP) outcomes; ● Support the CO to identify emerging digital technologies to improve CP operations.

Forming non-traditional strategic partnerships with the private sector for the provision of substantive support on financing for accelerating the achievement of the 3TRs and the SDGs: ● Team up with the Communications/Partnerships/Resource Mobilization Analyst to provide substantive support to the Representative in identifying risks and opportunities related to specific partnerships and to suggest mitigation measures as relevant; ● Work jointly with the Communications/Partnerships/Resource Mobilization Analyst to provide inputs on due diligence processes of potential investment and partnership opportunities in accordance with UN regulations and procedures and in collaboration with the Division of Communications and Strategic Partnerships; ● Work jointly with the Communications & Partnerships Analyst to provide substantive support to the Representative and the Programme and Operations Team to develop and implement locally-tailored partnerships and resource mobilization strategies and initiatives, and identify appropriate data and benchmarks to measure progress and success; ● Develop a strategy for the creation of digital access points on youth centers in key municipal capitals, facilitating access to relevant information on SRH, MHM, prevention of the early and unwanted pregnancy and prevention of STIs including HIV to adolescents and young people, even those in the most remote areas, using the YouthConnect approach.

Strengthening National Capacity in the Use and Maintenance of Apps/Online Platforms: ● Provide technical support to the programme team to use the Programme Management Software in order to strengthen staff capacity to become an agile team; ● Provide technical support to launch the online courses produced in the CO; ● Provide technical assistance to the Ministry of Youth and Sports to implement the Oi Kambas App integrated with other online platforms already in use (like the SMS-Jovem).

The assignment will include mission travel to New York, once for a capstone to conclude the fellowship.

Preferably, up to 3 years of experiences are welcomed. ● Demonstrated, or clear idea of, delivery of UNFPA’s mandate in an innovative way ● Ability to identify and propose innovative solutions to problems ● Prior experience engaging with different stakeholders or entities, such as with the private sector, social enterprises, academia, the media, a plus

Luanda is the largest city in Angola with approximately 2.5 million inhabitants. Luanda is a family duty station category B. The city is considered security-stable, where staff members can rent apartments and/or houses with access to running water, electricity, internet and cable TV. Most of the banks, markets, and hotels open from 8:00 to 15:00 for 6 days a week. Some banks offer the possibility of opening accounts in foreign currencies. Within Luanda, health centers and hospitals are fully operational. Angola’s healthcare system consists of public and private services. In Luanda, most medical services are available, UNFPA currently does not have payment guarantee in place with any provider, upfront payment may be required. The quality of services rendered at the public hospitals is below international standards and recurrent shortages of basic medicines and supplies occur. Most cases of COVID-19 are in the capital city of Luanda, but instances of COVID-19 have been confirmed throughout the provinces. Officials continue to monitor the individuals who have tested positive. Please visit the Angolan COVID-19 Commission’s website for the most up-to-date case numbers.

The crime threat level in Luanda, like in many other large cities, is moderate. The burglaries in residences, robberies can occur at night in some parts of the city. A high level of vigilance and alertness is always required.
