I. CONTEXT

World Vision is a Christian relief, development and advocacy organization working to improve the quality of life of people, especially children, who are marginalized and living in poverty. World Vision helps all who are in need regardless of their religion, race, ethnicity or gender.

World Vision Viet Nam (WVIV) is supported by multiple countries and funded through a combination of sponsorship programs (majority) and Private Non-Sponsorship (PNS)/grants. WVIV operates across multiple provinces and implements Area Development Programs (ADPs) that focus on communities with high levels of poverty, often including ethnic minority populations. In addition to ADPs, WVIV implements various Special and Grant Projects to address the specific needs of vulnerable children in both ADP and non-ADP areas.

WVIV is headquartered in Hanoi, while majority of staff are based locally in ADPs and project sites across the country which enables them to work closely with government partners and communities on a daily basis.

The Building Climate-Adaptive Solutions through Inclusive Market Networks (BASIN) project funded by Mekong Australia Partnership (MAP) of Department of Foreign Affairs and Trade of of Australian Government (DFAT) seeks to enhance economic resilience through the promotion of climate-smart agricultural practices in agri-food systems in Cambodia, Laos, and Vietnam, and develop inclusive markets prioritising women and marginalised groups The BASIN project focuses on three main key components: (1) Improved economic resilience through inclusive and climate-resilient business models; (2) Improved agency and more equitable social systems for women and marginalised groups; and (3) Improved regional coordination and knowledge- & evidence-based learning for resilience building .

The project which is to launch from 01-May-2025 to 30-April-2029 (48 months), will be implemented in Vinh Thuan commune and U Minh Thuong commune, An Giang province.

II. JOB PURPOSE

To design, implement and monitor program activities and get lessons-learnt in the assigned sites to achieve the goal, outcomes, and outputs stated in the project design document and logical framework.

III. MAJOR RESPONSIBILITES

1. Design and Planning

  • Provide assistant to the Project Manager to develop action plan at grassroots levels, ensuring the integration between the project activities as well as government’s programs.
  • Identify potential stakeholders and resources for partnerships/ project implementation in the target locations.
  • Establish partnership with appropriate stakeholders.
  • Identify problems and alternative solutions as well as opportunities for partnership by participating in community needs assessments including stakeholder analysis and situation analysis in collaboration with other local partners.

2. Project Activities Implementation

  • Provide assistance to the Project Manager and local partners in the process of project implementation such as, project design, planning & budgeting, implementation, monitoring and reflection, and contribute to project assessment, final evaluation, or other social surveys
  • Effective partnership with project partners and other stakeholders to ensure the process of project implementation effectively.
  • Project’s progress is regularly communicated with partners for timely reflection or adjustment to successfully achieve project outcomes.
  • Ensure appropriate expenditures/utilization of the allocated funding to maximize the impacts for the target groups.
  • Follow donor’s compliance as well as WVIV’s regulations and policies during implementation of the project.
  • Ensure project document at field are filed for references
  • Follow strictly WVIV finance and donor’s procedures and guidelines

3. Monitoring and Reporting

  • Monitor project activities at the field level to ensure the project goal and outcomes are achieved.
  • Gather and document information of project activities regularly.
  • Act as a contact person for routine issues concerning the project at the responsible location.
  • Develop project reports in good quality and delivered on time.
  • Ensure project related documents at field are filed for references.
  • Contribute to project assessment, final evaluation, or survey/research.

4. Other responsibilities:

Perform any other duties that may be assigned by Direct Supervisor.

IV. KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

  • A minimum of 5 years of relevant, practical working experience in INGOs in development related projects, preferably with hands-on experience in projects implementation;
  • Experience working with government counterparts;
  • Experience in the areas of value chain development for sustainable agriculture or related subjects will be considered as an advantage.

  • Bachelor degree;

  • Preferably in agriculture, social work, economics, community development, or related area.

  • Conceptual understanding of and commitment to development work, especially value based, child-focused, community-based development concepts, approaches and processes

  • Skills in facilitation of development processes, including organization and mobilisation of communities and networking among different development partners.
  • Strong interpersonal skills and well-developed written and oral communications skills in Vietnamese and English, especially report writing skills.
  • Solid computer and internet skills in Word, Excel, PowerPoint, Outlook, Ms. Team, virtual tool and other system.
  • Ability to think critically and reflect.
