UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Afghan women and girls face unique vulnerabilities as gender inequality is interwoven with conflict dynamics and humanitarian needs. Women’s fundamental rights have been continually threatened since the Taliban takeover and the limited gains made over the past twenty years are now at risk of being erased – and at worst regressed. The contest around gender norms remains at the center of the political, peace and security landscape in Afghanistan, putting women and girls at the frontlines of this crisis. Responding to this crisis, the UN Women Afghanistan Country Office is consolidating its programming under the humanitarian-peace-development nexus, anchored in the Country Office Strategic Note (2018-2022), and continues to deliver on its triple mandate across four thematic areas: 1) Women, Peace and Security (WPS) and Gender in Humanitarian Action (GiHA); 2) Ending Violence Against Women; 3) Women Economic Empowerment; and 4) Women’s Leadership and Participation (WPP). UN Women Afghanistan thereby capitalizes on its five Sub-Offices located in the provinces Balkh, Bamyan, Herat, Kandahar and Nangarhar respectively, and is part of inter-agency Joint UN initiatives, such as the Special Trust Fund for Afghanistan (STFA)

Reporting to the Head of Women’s Leadership and Participation, under the oversight of the Country Representative and the Deputy Country Representative, the Programme Analyst for the Women’s Leadership and Participation, will contribute to information management and data collection, and Programme implementation including providing necessary operational, administrative and programmatic support.

Under the overall guidance from the Country Representative and Deputy Representative, and direct management of the WPS Programme Manager, the National WPS Programme Analyst will undertake the following tasks:

  1. Support in the formulation of Leadership and Participation Programme Strategies through: • Collect and present background information for the preparation of effective application of RBM tools; • Provide Leadership and Participation Programme and administrative support in the preparation of Programme work plans, budgets, and proposals; • Assemble briefing materials and prepare power-points and other presentations for the Programme Areas; • Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers.

  2. Programme Management Support : • Support the management in coordination, implementation and monitoring program plans/activities; • Provide necessary information for audit and support implementation of audit recommendations; • Organize, compile and process information from donors, strategic partners, and Programme team; • Draft reports, including reports on workshops, meetings, etc.
    • As requested, represent the Leadership and Participation Programme in follow up meetings with partners, to ensure decisions are followed up, and plans and activities progress in smoothly;

  3. Administrative and Financial Management Support • Review Financial Reports; prepare non-PO vouchers; • Ensure maintenance of the internal expenditures control system; ensure that vouchers processed are matched and completed; transactions are correctly recorded and posted in Atlas; • Take timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers; • Support the Programme in implementation of budget control mechanism to ensure expenditure compliance with budget, and tracking and reporting on financial resources;
    • Make budget check for requisitions, POs and vouchers; • Ensure tracking of outstanding advances and prompt follow up of overdue financial reports; • Review of financial reports received, review expenditure against source documents maintained by the IPs and raise any significant issues with the supervisor for resolution; • Communicate as needed with IPs on financial and administrative matters; • Oversee maintaining proper filing systems; ensure the systematic management and filing of documents. • Support Leadership and Participation coordination and working group meetings including logistical, security, operations, and Programme support.

  4. Facilitation of Knowledge Building and Knowledge Sharing: • Support creating/documenting of lessons learned and best practices; • Support organization of training for Leadership and Participation Programme staff and partners on Programme and operations related issues.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers Programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end of assignment self- reports on UN Volunteer actions, results, and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

in assisting in designing, planning, and implementing projects. • Good writing and editing skills in English, Dari and Pashto required, especially briefs, agendas, minutes, project-management related documents. • Technical experience on gender and humanitarian response is an asset; Experience coordinating and liaising with multi-lateral/bilateral agencies and/or donors is an asset
