Job Description

The IRC has an integrated humanitarian response in Gedaref, Jazera, Blue Nile, South Kordofan and Khartoum States, with plans to expand to White Nile. IRC’s programming provides comprehensive services including Health, WASH, Women’s Protection and Empowerment (WPE), and Child Protection and Economic Recovery and Development (ERD). The IRC WPE program is providing humanitarian response in the areas of protection in various states and coordinates with the other international gender-based violence (GBV) to respond effectively to reported incidents of GBV.

Job Overview/Summary

The WPE Sr. Manager will provide overall leadership of the WPE programs. S/he will provide regular technical support and monitoring visits to WPE teams working in all program areas to ensure that interventions are technically sound, take into account international best practices, and are appropriately meeting the needs of survivors in target communities. The Sr. Manager will be expected to spend 50% of their time in the duty station and 50% of the time in field locations, managing, working with, training and mentoring field teams. This position is responsible for programmatic resource development, advocacy related to IRC’s WPE emergency response, and overall technical guidance and direction of the WPE programs, including emergency response where applicable. The Sr. Manager supervises the WPE Program Manager(s)/sr./officer.

Major responsibilities:

Technical Quality

• Lead on the implementation of the current and new WPE program.

• Ensure the technical quality of all IRC WPE programming in the target locations.

• Provide technical and management leadership to the WPE programs in accordance with best practice and IRC policy.

• Foster a collaborative and positive work environment – one that encourages learning and professional growth for WPE teams.

• Ensure that ethical and sound data collection and information management systems are in place for appropriate VAWG analysis, planning, evaluation, and advocacy.

• Design and Lead on protection assessment in various location as required in order to determine protection gaps and needs and inform program development.

• Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.

Staff Supervision & Development

• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

• Directly supervise the WPE Managers/next level of staff in case of absence of manager(s) and ensure regular performance reviews.

• Lead on the recruitment of WPE staff, in coordination with HR, senior management, and WPE Technical Units.

• Ensure training and ongoing capacity building opportunities for staff on technical and project management skills.

• Ensure duty of care for the team.

Program Management

• Responsible for the overall implementation of WPE grants.

• Support implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans.

• Work closely and coordinate with IRC Operations, Finance and Grant departments to ensure compliance with grant requirements.

• Support development and maintenance of effective and efficient oversight, support, quality control and reporting systems and processes.

• Ensure high-quality IRC and donor reports on activities, indicators, and achievements.

Partner Management

• In consultation with country leadership, support the development of local partnership.

• Support the ongoing partners mapping across the response, foster positive relationships and identify areas for collaboration with local actors.

• Ensure collaborative program design processes that fully leverage the perspectives, experience and expertise of local actors, where possible based on collaborative needs assessment processes.

• Provide technical support, mentorship, and supportive supervision to implementing partners.

• Ensure regular performance monitoring of partners to achieve the set WPE program objectives.

• Explore with partners potential capacity strengthening support, including system strengthening for government partners, and organizational development for civil society partners, and identify needed resources (in collaboration with the Partnership Lead).

• Promote and apply the IRC’s Partnership Excellence for Equality and Results system (PEERS). Contribute to building a strong understanding of PEERS throughout CRRD/RAI office, and to ensuring that IRC’s partnership principles, skills and approaches are applied by staff across programs and projects with partners.

Coordination & Representation

• Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.

• Regularly attend GBV sub-cluster meetings at appropriate levels to feed in IRC priorities from the field.

• Ensure field concerns and challenges are brought to relevant stakeholders to push for standards and procedures that systematize how VAWG programming is implemented and coordinated at the field level.

• Lead high-level advocacy with peer agencies, government, and other stakeholders to promote delivery of inclusive and high quality VAWG response services

Business Development

• Support in the development of the strategy for the WPE programs.

• Contribute to the development of the overall country program strategic direction.

• In coordination with the DDP and the Integrated Protection Coordinator, Support in proposal development activities (narrative and budget) through planning and program design with relevant field-based staff, to ensure technical standards are taken into considering before submission.

• Coordinate with other IRC sectors (i.e., protection, health, and livelihood programs) to provide relevant input and support enhancing the protection and empowerment of women and girls.

Monitoring responsibilities

• Oversee all internal reporting.

• Quality collection of data towards donor and internal indicators.

• All donor reporting.

• Quality case management data collection and storage.

Other duties:

• Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment.

• Other duties as assigned by the supervisor to enable and develop IRC programs.

Key working relationships

Position Reports to: IP Coordinator

Position indirectly supervises: 2 WPE Managers/next lower level of staff where the manager is absent.

Job requirements

• Degree or equivalent in social work, human rights, Development Studies or Psychology or other relevant discipline preferred.

• At least 3 years of professional experience in WPE in programming, preferably in an emergency context and with refugee populations.

• In-depth understanding of GBV international standards, and prevention and response strategies

• Proven experience supervising provision of GBV case management services.

• Demonstrated coordination, networking and relationship building skills with key partners including government, donors, INGOs, national and local organizations, UN agencies.

• Strong experience in staff management, including staff capacity development

• Interpersonal skills: Works well in and promotes teamwork, comfortable in a multi-cultural environment and able to handle pressure well.

• Flexible and innovative. Able to adapt programmes and pivot approaches in response to changes in context

• Fluent in spoken and written English. Arabic language is an advantage.

Working Environment: The position is temporary based in Gedaref. Shared housing is provided in Gedaref. Medical, life insurance and retirement package provided. Travel to/from post.
