Job Description

JOB OVERVIEW:

IRC in Denver’s Workforce Development Programs seek to support clients’ immediate needs and stability, while ensuring that near-term demands do not overshadow longer-term economic health. The Workforce Development Supervisor will oversee the coordination and administration of all aspects of Employment, Public Benefits, and Cash Assistance programs, including: Refugee Social Services (RSS), Refugee Cash Assistance (RCA), and Temporary Assistance for Needy Families (TANF) with the Reach Program under contract with the Colorado Refugee Services Program; the Matching Grant (MG) Program implemented in close coordination with the Resettlement team at IRC’s headquarters and funded by the Office of Refugee Resettlement (ORR); and other workforce-oriented programs and services that may be established in response to client needs and in accordance with the office’s Strategic Action Plan.

The Workforce Development Supervisor leads the IRC in Denver’s Employment, Public Benefits, and Cash Assistance teams’ efforts to facilitate clients’ timely access to benefits (cash, food, health, childcare, and other assistance based on eligibility) while clients pursue economic self-reliance. This position ensures staff and clients are adhering to program guidelines and pre-employment work activities according to federal, state, and county guidelines as well as IRC policies.

The Workforce Development Supervisor coordinates with all members of the Resettlement and Integration department, including the Health, Financial Capability, Education, and Case Management teams, and collaborates across other departments and teams within the organization. This includes, but is not limited to, working closely with all departments to track and monitor clients on the Employment and Public Benefits caseload to ensure that clients are identified and assessed for public benefits, cash assistance, and employment program eligibility in a timely manner, and to ensure smooth coordination of initial and ongoing services.

The Workforce Development Supervisor will also contribute to annual and strategic plans for the department; ensure program goals are met; supervise, support, and develop staff; and take primary responsibility for satisfying reporting, compliance, and budgeting requirements through oversight of team members and activities. The successful candidate must be committed to working in a dynamic, fast-paced environment with a team that is dedicated to offering high-quality, community-based programs that are responsive to clients. They must demonstrate sound judgment, be highly flexible, and be comfortable making decisions in a fluid environment.

MAJOR RESPONSIBILITIES

Program and Team Management

- Directly manage the IRC in Denver’s Employment, Public Benefits, and Cash Assistance teams, guiding program implementation, budgeting, quality assurance and monitoring, and evaluation activities for all related service areas and programs. - Provide leadership, coaching and mentorship, and supervision to direct service staff on the Employment, Public Benefits, and Cash Assistance teams. Lead team meetings, provide consistent individual supervision, set and support professional development and performance goals, manage workloads and caseload assignments, prioritize tasks, and assist staff in troubleshooting challenges as needed. - In coordination with the Finance Manager and the Resettlement and Integration Manager, develop and monitor program budgets. - Proactively address issues that arise at the county or state level and promote a collaborative approach to resolving problems and barriers impacting clients’ timely access to benefits. - Identify opportunities to advance gender equality, and to better serve vulnerable individuals within the broader caseload. - Produce high-quality program reports in a timely and accurate manner. - Develop and deliver training for the Workforce Development team and the broader IRC in Denver team as needed.

Quality Assurance and Compliance

- Ensure that the Workforce Development Program is compliant with funder and agency requirements in terms of documentation, case files, data tracking through Geneva and Efforts to Outcomes (ETO), and other aspects of administrative, programmatic, and fiscal compliance. - Develop and maintain regular systems and processes for quality assurance and compliance monitoring of RSS, TANF, MG and RCA services, cash assistance, and service delivery. - Regularly review documentation and data to assess quality of services, ensure progress toward deliverables and outcomes, and identify areas of strength and focus for quality improvement. - Ensure that services provided abide by humanitarian principles and service delivery expectations set forth by the IRC, the State of Colorado, Office of Refugee Resettlement, and Department of State; and are delivered in accordance with relevant quality assurance standards and HIPAA requirements. - Perform administrative tasks, including maintaining accurate and timely case notes, updating client case files per program requirements, filing documentation, and completing data entry in the Geneva and ETO databases. - Respond to monitoring and audit requests, in consultation with the Resettlement and Integration Manager and the Finance team. - Work with the Resettlement and Integration Manager and the Data and Quality Assurance Specialist to establish necessary data collection systems.

Program Design and Development

- With input from the Resettlement and Integration Manager and program staff, establish and implement annual and long-term goals and objectives to successfully achieve outcomes related to Workforce Development Programs. - Develop new and sustainable initiatives to support the strategic direction of the office’s Workforce Development Programs. - Ensure the design and implementation of a department-wide evaluation framework to assess the strengths and areas of needed improvement for each programmatic area. - With input from the Resettlement and Integration Manager and program staff, establish and implement annual and long-term goals and objectives to successfully achieve outcomes related to Workforce Development Programs. - Participate in efforts to develop and implement client feedback mechanisms, and actively seek to integrate client feedback into program design and delivery. - Significantly contribute to strategic planning as a member of the Economic Empowerment team. - Sustain and grow partnerships with the local business community and other strategic partners to maximize their coordination, cooperation, and support. - Represent IRC in the community and with potential funders and partners, serving as a resource to those seeking information about program activities. - Contribute to proposal development to secure continued funding and new resources that will ensure service continuity and client responsiveness.

Other

- Abide by the standards of case management and service delivery set forth by the IRC, the State of Colorado, the Office of Refugee Resettlement, Department of State, and other key stakeholders. - Where appropriate, attend meetings as requested with the Colorado Refugee Services Program (CRSP) and/or other state, local, and community partners. - Coordinate services with the broader IRC in Denver team to ensure a holistic approach to moving individuals and entire families forward. - Perform other duties as assigned.

KEY WORKING RELATIONSHIPS:

Position Reports to: Resettlement and Integration Manager

Position Directly Supervises: Employment Services Coordinator, Public Benefits Coordinator, and Cash Assistance Coordinator; may also supervise volunteers and interns supporting Workforce Development

JOB REQUIREMENTS:

- Undergraduate degree required in social work, international relations, or other relevant field, or equivalent relevant work experience. - At least 3 years of progressive experience in nonprofit program development and management. - Proposal development, grant writing, and/or monitoring and evaluation experience strongly preferred. - Experience supervising staff, including conducting formal performance evaluations, coaching, and promoting personal and professional development. - Participation in hiring/dismissal/separation processes. - Familiarity with the job market in Denver and surrounding areas, with a demonstrated understanding of strategies to build economic self-sufficiency and promote economic wellbeing. - Fluency in English with professional written, verbal, and interpersonal communication skills. - Proficiency in one or more languages of the refugee population preferred. - Superior time management, prioritization, and organizational skills. - Ability to effectively communicate and work as a team leader and team member in a cross-cultural environment. - Outstanding judgement, sound decision-making abilities, and ethics consistent with the IRC Way. - Demonstrated commitment to safeguarding principles to promote wellbeing for clients and staff. - Highly flexible with the ability to manage competing priorities and adjust as needed. - Computer literacy and proficiency with MS Office Suite, internet applications and relational databases required, with Salesforce and/or ETO familiarity a plus. - Must have reliable transportation and maintain valid driver’s license and insurance coverage and be able to provide evidence of such to the IRC.

WORK ENVIRONMENT

- At present, the IRC in Denver office is partially open. Hybrid remote/in-person work modifications are in place due to ensure staff and client safety given public health guidance related to the COVID-19 pandemic. Staff will be provided with IRC laptops and cell phones and must have access to a location with secure internet service where remote work can be performed according to the schedule negotiated with their supervisor. - All staff are required to adhere to IRC’s COVID risk mitigation policies, which include but are not limited to masking, physical distancing, enhanced hygiene practices, symptom screening, and isolation and quarantine when needed. In some cases, these policies may be stricter than those imposed at the federal, state, or local level. - The IRC in Denver strives to offer a positive working environment, with intentional efforts to ensure that it is diverse, equitable, inclusive, and accessible for all. COMPENSATION AND BENEFITS

This position is a full-time, regular, position scheduled at 37.5 hours per week, classified as exempt and ineligible for overtime under state and federal law. Starting compensation is $60,000, depending on experience and qualifications.
