Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under the supervision of the Women Peace and Security Head of Programme, the Programme Management Specialist is to contribute in managing the development, implementation, monitoring and reporting of programmes for the Country office, including providing technical support to the implementation of the DRC programme, managing the monitoring and reporting for the Country Office, overseeing and guiding people and budget management for the programme team, building partnerships and providing support in developing resource mobilization strategies, and managing knowledge building efforts.

Duties and Responsibilities

The Project Manager will perform the following specific tasks:

Contribute to the programmatic development for DRC Office, based on the Strategic Note

  • Contribute along with the other members of the team to the design, formulation of the work plans, project/ programme strategies, case studies and related knowledge products and publications, related to Women Peace and Security, as needed;
  • Contribute to the identification, management and mitigation of problems, and risks that could constrain the progression of activities towards the level of the expected results
  • Provide technical inputs to the development of programme/ project initiatives and Draft policy documents, briefs and other documents for the use in the development and presentation of policy and programmatic positions.
  • Consolidate the contributions of the WPS teams in the design and formulation of documents required from the programme.

Provide technical support to the implementation of DRC WPS programme

  • Draft reports on activities, outputs and outcomes; and compile information in preparations of country office donor and UN Women reports;
  • Analyze and ensure alignment of project budgets with logical framework matrices and work plans;
  • Contribute to the programme quality control and identification of potential challenges;
  • Support the organization of advocacy activities and campaigns events, trainings, workshops, and knowledge products
  • Contribute in supporting the implementation of the DRC NAP 1325 and mobilizing stakeholders around a good implementation of WPS commitment in DRC;
  • Make a follow up of the good implementation by the national secretariat 1325 of the agreement related to WPS
  • Contribute in the preparation of coordination meeting related to WPS in DRC
  • Implement projects assigned to in coherence to RBM project implementation.

Contribute to the monitoring and reporting for the WPS

  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs, and outcomes.
  • Gather information and preparing progress reports on programme implementation;
  • Provide regular monitoring document of the results frameworks and performance indicators of the pillar;
  • Provide regular document for the update of UN Women planification, budgeting and reporting systems (RMS, PGAMS, Quantum, …)
  • Contribute in providing feedback for measuring and assessing progress/results;

Contribute in developing resource mobilization strategies

  • Contribute to the formulation of proposals documents, and resource mobilization strategies;
  • Provide research information on donors, propose background information and substantive briefs on possible areas of cooperation;
  • Perform any other duties requested or assigned by supervisors

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, Gender is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 9 years of progressively responsible experience in programme management, including programme design, programme coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in working in a gender related area is an asset;
  • Experience in setting priorities, budgets, work plans, participating in programme development and programme writing;
  • Experience in leading teams effectively is an asset.

Language Requirements:

  • Fluency in French and English is required.
