Background

Duties and Responsibilities

Description of Responsibilities /Scope of Work

The National or International consultant will be reporting to Deputy Regional Director, and will be supported by Women’s Entrepreneurship Acceleration Specialist, who will be the point of contact on the contract and payment issues.

  • ECA Women’s Economic Empowerment Community of Practice monthly meetings organized (meeting agendas developed, speakers/topics defined, invitations sent to CoP mailing list, brief meeting notes drafted);- 3 meetings of maximum duration 1,5 hours – 4,5 working days (1,5 working day per meeting)
  • ECA Roster of consultants on topics related to Women’s Economic Empowerment (labour policies, social protection policies, entrepreneurship, care economy, green economy, macroeconomics, WEPs etc) developed (Terms of Reference drafted in line with UN Women policies and procedures, ToR advertised, applications reviewed, roster set up) – up to 10 working days
  • ECA WEE Focal Points learning plan developed – 3 working days
  • Guidance on WEPs provided to COs as necessary – 1 working day per office (up to 13 working days)
  • Quality assurance of WEPs gap analysis report provided, recommendations/comments provided – 2 working days per report (up to 14 working days)
  • Support of development of WEPs Action Plan provided to partner as necessary – 3 working days per action plan (up to 21 working days)
  • As necessary, project documents/project proposals on issues related to women’s economic empowerment for ECARO as well as country offices revised/developed in line with UN Women’s new WEE strategy and other relevant guiding documents - 3 working days per project document – up to 39 working days
  • Thematic Brief on WEE in ECA developed – 2 working days
  • Thematic/donor reports developed as necessary - 3 working days per report
  • Inputs to RMS provided- 2 working days

Consultant’s Workplace and Official Travel

This is a home-based consultancy, no official travel is expected.

FUNCTIONAL COMPETENCIES:

  • Strong knowledge of women’s economic empowerment, including on private sector partnership for GEWE
  • Strong programme formulation, implementation, monitoring and evaluation skills
  • Strong knowledge of Results Based Management
  • Ability to synthesize program performance data and produce analytical reports to inform management and strategic decision-making
  • Strong analytical skills

Required Skills and Experience

Education and Certification:

  • Master’s degree or equivalent in economics, business, social sciences, human rights, gender/women's studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of programmes, including in relation to women’s economic empowerment;
  • Experience in engaging with private sector to promote women’s economic empowerment is required;
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working in the UN System is an asset;
  • Experience in providing capacity building to government stakeholders, private sector partners, CSOs or similar stakeholders is an asset.

Languages:

  • Fluency in English is required.
  • Knowledge of any other UN official is an asset.
