Org. Setting and Reporting This position is located in the Witness Support and Protection Unit (WISP), Registry, The Hague, Netherlands. Under the general supervision of the Head, Witness Support and Protection Unit (WISP), Hague branch, the Senior Witness and Administration Assistant will focus on the provision of practical and psycho-social support for relocated, temporarily relocated witnesses and witnesses who provided testimony before the ICTY or Mechanism. Additionally, the Senior Witness & Administration Assistant will perform the administrative functions of the WISP.

Responsibilities - Provide practical assistance and psychosocial support to relocated and temporarily relocated witnesses. - Provide practical assistance and psychosocial support to witnesses appearing before the Mechanism. - Act as point of contact for witnesses; conduct regular follow-up communications with witnesses; respond to communications from witnesses; identify and assess witness support and protection needs; liaise on witnesses’ behalf with the Protection Officer and Associate Support Officer and other WISP staff regarding assistance to be provided and implement appropriate WISP procedures. - Assist the Protection Officer/Associate Support Officer to maintain links with local and national bodies and NGOs that provide protection, assistance and support to victims and witnesses. - Contact witnesses on various matters upon request from relevant Mechanism staff, including judicial matters. - Maintain detailed records on individual cases of witnesses, including their needs as well as assistance required and provided to them. - Perform the administrative functions of the WISP, including financial matters, travel and insurance. - Act as the primary liaison point with other IRMCT sections for the ongoing maintenance of all components of the VWS/WISP database. - Co-ordinate WISP administrative reporting/monitoring requirements involving, but not limited to, overtime, CTO, annual/sick leave. - Provide translation and consecutive interpretation services for witnesses and Mechanism staff. - Maintain at all times strict confidentiality on matters relating to witnesses and victims. - Perform other duties as assigned.

    Education High school diploma or equivalent is required.

    Work Experience Seven (7) years related experience in witness protection or support field is required for this position, preferably in an international environment. This includes experience working directly with persons in a witness protection/relocation program or with witnesses testifying in international war crime trials.

    Three (3) years’ experience in office administration is required for this position. Experience should include financial, database and travel related matters.

    For travel in the territories of the Former Yugoslavia, a current drivers’ license and at least 3 years driving experience are required for this position.

    Languages English and French are the official languages of the Tribunal. For this post, fluency in oral and written English and Bosnian/Serbian/Croatian is required. A working knowledge of the Cyrillic alphabet is also highly desirable.

    Assessment There may be an assessment exercise for qualified candidates followed by a competency-based interview.

The appointment is limited to the International Residual Mechanism for Criminal Tribunals. Appointment of the successful candidate on this position will be limited to the initial funding of the post. Extension of the appointment is subject to the extension of the mandate and/or the availability of funds. As the international tribunals are not integrated in the Secretariat, UN Staff Members serve on assignment or secondment from their parent department/office if selected.
