Background

World Health Organization and Norway have an ongoing collaboration with the Ministry of Health of the Palestinian National Authority to establish a Palestinian National Institute of Public Health (PNIPH). The programme of support is funded by the Norwegian Ministry of Foreign Affairs, and is being implemented by WHO with technical support from the Norwegian Institute of Public Health.

The overall aim of the project is to establish the PNIPH as an independent legal entity under the Palestinian Authority (PA) and to ensure the PNIPH is a viable Institute that will bolster national efforts to protect and improve the health of the Palestinian people. The main aim of the PNIPH is to provide evidence-based public health knowledge to support policy formulation. The activities during the first have focused more heavily on institution building.

Working in close collaboration with PNIPH staff, the incumbent will develop and edit all PNIPH reports including technical and progress reports as well policy briefs. In addition the incumbent would identify subjects of interest to develop/improve communications activities to promote PNIPH achievements and results and building contacts with networking partners.

Duties and Responsibilities

Under the direct supervision of the Director of PNIPH, the incumbent is the focal point for reporting and communications. This involves ongoing contacts with PNIPH staff in West Bank and Gaza, counterparts, and Country Office to agree on best tactics and opportunities to promote PNIPH mandate, goals and achievements.

Summary of Assigned Duties:

The incumbent will perform the following duties:

1) Develop and edit technical documents and progress reports.

2) Effectively participate in the development of policy briefs, based on national priorities and outcomes of PNIPH projects.

3) Identify and document best practices and success stories from different activities at the PNIPH, by working closely with relevant staff

4) Write project proposals and concept papers, as needed.

Required Skills and Experience

Education:

Essential:

University degree in social sciences or a relevant field.

Desirable:

Master degree in social sciences or related field would be preferable.

WHO only considers higher educational qualifications obtained from an accredited institution.

Experience:

Essential:

  • At least 2 years of experience in technical report writing.
  • Experience in working with development projects.
  • Familiarity with the Palestinian context is preferable.

Desirable:

Health-related work experience is a plus.

Languages:

Excellent knowledge of English is a must. Knowledge of another WHO official language is a definite asset.

Other Skills (e.g. IT):

Proficiency in MS Office. Skills in visual design, website development.
