Background

The main purpose of the WHO Evaluation Consultancy is to conduct an evaluation of a health service delivery project in South Sudan in seven of the ten states in South Sudan. The consultant will be responsible for: conducting a desk review to understand the project background and context; compiling data from partners; conducting quantitative analyses on health service availability, coverage, and utilization; writing the evaluation report, and presenting findings to stakeholders. They will be based in Juba and work as part of the Health Service Functionality Team within the Health Information Management Unit, reporting to the HIM Team Lead.

Deliverables

The list of consultant responsibilities includes:

  • Conduct a desk review of existing data, reports, and other resources to establish an in-depth understanding of HPF3 and the health service delivery context in South Sudan to provide the necessary background to author a quality evaluation report. This will include discussions and meetings with colleagues and partners.
  • Produce quantitative analyses based on the content outlined in the donor agreement and share and present to the internal WHO team for review and feedback.
  • Produce a draft evaluation report that answers the evaluation questions and includes the content outlined in the donor agreement by 31st July 2023.
  • Present and share preliminary findings to key stakeholders and solicit feedback that will inform the final report.
  • Produce a final evaluation report by 31st August 2023.
  • Liaise with partners to secure data and information necessary to produce a quality report.
  • Meet briefly on a weekly basis with HSF team to discuss progress and challenges. (To be confirmed and updated based on need)
  • Submit a summary report and debrief with the HSF Team at the completion of the consultancy.
  • Other responsibilities that may be required as the evaluation evolves

Qualifications, experience, skills and languages

Educational Qualifications

Required

  • Bachelor’s degree (or equivalent) in epidemiology, public health, monitoring and evaluation, global health, biostatistics, or related discipline.

Desired

  • Master’s degree in epidemiology, public health, monitoring and evaluation, global health, biostatistics, or related discipline

Experience

Required

  • At least 5 years of experience leading evaluations of complex health projects in humanitarian contexts and authoring evaluation reports.
  • Demonstrated experience with monitoring and evaluation methods, systems, and reports.
  • Demonstrated experience working with health service delivery systems in humanitarian contexts.
  • Demonstrated experience liaising and working closely with government agencies.
  • Demonstrated experience conducting quantitative analyses of health projects.
  • Demonstrated experience translating complex data into useful information, presentations, etc..
  • Demonstrated experience leading presentations to senior stakeholder groups.
  • Demonstrated experience acting as organizational representative in inter-agency meetings.

Desirable

  • Prior experience at field level with WHO/UN agencies, health cluster partners, or international nongovernmental organization.
  • Strong knowledge of health systems, disease surveillance, and epidemiology.
  • Experience of health information management and data systems in resource-constrained settings

  • Ability to work in stressful environments while maintaining quality work.

Desired

  • Strong command of R software and associated packages for analysis and visualization

Languages and level required

  • Fluent in English.
