Background

Organizational Setting

To provide support to develop and disseminate visibility activities and products to target audiences to enhance and promote WHO programs, goals and achievements at a local, regional and global level.

OBJECTIVES OF THE PROGRAM

The objectives of the WHO Country cooperation strategy for 2017-2020 is to contribute to the strengthening and building the resilience of the Palestinian National Health system and enhance MoH leadership to progress towards the universal health coverage. This includes strengthening capacities of Palestinian health institutions to prepare for and respond to public health emergencies.

ORGANIZATIONAL CONTEXT

Under the direct supervision of External relations/Communications (EXR/COM) Officer, P3 in WHO oPt, and the overall guidance of the Head of WHO Country Officer (HWCO), the incumbent shall support communication activities to strengthen visibility, communications and external relations at a local and regional level with donors and other key stakeholders and audience with focus on WHE programmes. S/he will engage with local subject matters experts to agree on best tactics to advocate WHO’s work, goals and achievements and feed this information back to regional and headquarters colleagues.

Duties and Responsibilities

SUMMARY OF ASSIGNED DUTIES

  1. Identify subjects of interest for communications messages and products to promote country work for public and professional groups (including media, donors) via web and social-media, other platforms/materials;
  2. Maintain and enhance WHO oPt’s website and social media platforms in English and Arabic (and other platforms as needed) through development of regular postings and engagement on such accounts/platforms; with an emphasis on video and visual content;
  3. Participate in the production of WHO and WHE oPt’s main regular communication products and tools, and maintain an up-to-date contact database with target audiences, and communication for visibility among the donor community
  4. Support the development and implementation of selected health and advocacy campaigns (e.g. barriers to health, non-communicable diseases, universal health coverage,) including messages, written and multimedia materials, dissemination and follow-up;
  5. Maintain contact and good relationships with communication specialists/teams at WHO regional level, in addition to local UN and partner and donor groups (eg UNICEF, ECHO)
  6. Support the development of content for emergency-related advocacy tools, in line with established WHO guidelines and standards used throughout the Organization, to ensure consistency of approach.
  7. Carry out other tasks as required to support the internal and external communication of the organization.

FUNCTIONAL KNOWLEDGE AND SKILLS

• Ability to write well in English and Arabic and produce engaging communication materials in written and visual form (photo and video)

• Excellent interpersonal skills complemented by the ability to conceptualize ideas and advocate consensus. Proven skills in the development and implementation of communication/media products and tactics, including excellent storytelling and presentation skills and photo production abilities.

• Knowledge of social media and website management;

• Demonstrated ability to work under pressure to achieve multiple deadlines.

• Ability to "think out of the box" and to make innovative proposals to extend communication reach.

• Demonstrated ability to work within an emergency context at the country level

• Knowledge of public health sector and issues.

Required Skills and Experience

EDUCATIONAL BACKGROUND

Essential:

University degree in communication, journalism, political science, social sciences, international relations or related field

Desirable:

• Studies or experience-based knowledge of communications techniques .

• Knowledge or understanding of WHO mandate and goals in the emergency incident management context.

PROFESSIONAL EXPERIENCE AND KNOWLEDGE

Essential:

• At least two years' experience in the field of communications, media relations or journalism.

• Proven experience in writing advocacy documents and in the production of communication materials and products.

Desirable

•Experience in planning and implementing media and communications projects tactics, including the development of audio and visual materials and tools.

•Related experience in the United Nations or an international organization involved in communications projects and/or tactics related to humanitarian crises, emergency preparedness and response relief interventions and risk reduction in public health

Functional Skills and Knowledge:

1) Proven skills in the development and implementation of communications/media products and tactics, including relations with the press and media.

2) Excellent interpersonal skills complemented by the ability to conceptualize ideas and promote consensus.

3) Ability to work under pressure while producing results.

4) Excellent presentation skills.

5) Knowledge or sound understanding of the impact of emergencies and crises on social and economic development, and its burden on populations.

6) Ability to "think out of the box" and to make innovative proposals as related to communication.

7) Tact, discretion and diplomacy.

8) Knowledge or understanding of WHO mandate and goals in emergency response relief

LANGUAGE SKILLS

Excellent knowledge of English and Arabic.

OTHER SKILLS

- Excellent ability to produce and edit photos

- Familiarity with the use of graphic design, visual design, social media, website development and publishing software.

- Excellent knowledge of Microsoft Office applications (Outlook, Word, PowerPoint, SharePoint, and Excel).
