Organizational Setting

The WHO Health Emergency Field Medical Officer (Detection and Diagnosis) works under the general guidance of the WHO Representative Myanmar and direct supervision of WHE Team Lead, WHO Myanmar, and in close collaboration with concerned public and private stakeholders including relevant partners in States/Regions.

WHO Health Emergency Field Medical Officer (Detection and Diagnosis) will provide technical support of laboratory diagnose for communicable disease infections.

Major Duties and Responsibilities

Function 1

Monitor acute public health emergencies in collaboration with partners

  • Receive signal of any public health threat from the field through partners, and acknowledge receiving the information to reporting partners within 24 hours as per duty roaster for 7-day availability
  • Document systematically all signals, regardless of the source, in database as a signal log and manage it in the same and standardized manner.
  • Update the signal log ensuring that all signals are being followed up according to a standardized procedure.
  • Carry out a rapid triage and verification of all signals received through defined structured process providing technical expertise of laboratory confirmation in collaboration with partners
  • Support WHO team in conducting event assessment to determine the risk of the event to community and to inform appropriate response actions

Function 2

Monitor acute public health emergencies in collaboration with partners through regular media monitoring

  • Monitor local and international media for any news of acute public health threat in Myanmar
  • Document systematically all signals, regardless of the source, in database as a signal log and manage it in the same and standardized manner.
  • Update the signal log ensuring that all signals are being followed up according to a standardized procedure.
  • Share the signal information with WHO team
  • Carry out a rapid triage of the signal from the media and verification of the signal if necessary

Function 3

Capacity building

  • Strengthen the capacity of partners regarding preparedness, detection, and response to acute public health emergencies in coordination with WHO SEARO, WHO Myanmar and partners

Function 4

Coordination, monitoring and reporting

  • Coordinate and establish networking with WHO Regional office, WHO Myanmar and partners as necessary for effective and efficient monitoring and response to acute public health emergencies
  • Perform other related duties as assigned by the supervisor.

Work Relations and Partnerships

This WHE Field Medical Officer (Detection and Diagnosis) will be based in WCO Yangon as the incumbent may need to coordinate with National Health Laboratory and private laboratories in Yangon for laboratory diagnosis. Considering the nature of work for 7-day availability, the incumbent needs to work 12 hours per day for 4 days in a week.

Impact of functions

The function plays a key role for early detection and response to any public health emergencies to reduce excess morbidity and mortality due to prioritized epidemic-prone diseases and other public health hazards during emergency.

Qualifications

Educational background

Essential: University degree in medicine (MBBS)

Desirable: Advanced university degree in medicine preferably for microbiology and/or infectious diseases of laboratory diagnosis.

Experience

Essential:

  • At least 5 years of relevant experience in laboratory diagnosis for communicable diseases.
  • At least 5 years of experience in early detection and response to any public health emergencies focusing on communicable diseases.
  • Working experience in any UN organization, International Organization or Government Offices.

Desirable: Preferably to have field experience of communicable diseases outbreak response

Language Skills

Fluency in oral and written English & Myanmar is mandatory.
