We are seeking to fill five (5) Fixed Term positions of Security Guard (G3), based in the Security Branch (SEC) of our Headquarters in Rome, Italy.

ORGANIZATIONAL CONTEXT

WFP works to ensure the safety and security of WFP’s staff, assets and operations both at headquarters and in the field, identifying threats, and implementing mitigation measures for them. WFP Branch ensures the safety, security, and protection of the staff, visitors, property and assets at WFP Headquarters in Rome.

JOB PURPOSE

The Security Guard G3 will report to the Security Assistant G4 and will be required to carry out a variety of security and safety-related functions requiring a range of skills, including but not limited to performing building access control, to safeguard WFP premises, and protect staff, visitors and property in compliance with WFP security and safety procedures. The selected incumbent may be required to travel to the field, work different shifts, wear a security uniform (or plain clothes, as special services may require), report for duty with short notice and be ready on call. Security Guards would be also required to train for and carry United Nations Use-of-Force Continuum Policy equipment, including firearms. Security Guards that are required to carry firearms and apply the use of force, must strictly adhere to all applicable provisions issued by UNDSS and WFP concerning the use of force equipment.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Performing access control duties by screening of persons and belongings (using the Walk Through and/or portable Metal Detectors), verifying identification and issuing appropriate visitor badges, and providing directional guidance to visitors and contractors at HQ complex or in other WFP venues where temporarily deployed at the duty station.
  • Screening all incoming mail, parcels and deliveries utilizing appropriate equipment (X-Ray machine) to identify and address any potential threat posed to staff, property and assets at the HQ complex.
  • Controlling and monitoring movements of staff and vehicles to and from WFP premises, to maintain a safe and secure environment for WFP staff and visitors.
  • Performing duties in the Security Control Centre, including monitoring of all integrated security systems (CCTV, anti-intrusion alarms, Access Control), radio and telephone communications; maintaining a chronological log of events and reporting to the chain of command.
  • Responding to alarms triggered by the security and safety-related systems. Intervening equipped with the appropriate equipment to address any emergencies and implementing WFP standard emergency procedures, including use of force continuum, if necessary, in case of incidents to ensure prompt and adequate response.
  • Conducting regular checks of premises, maintaining perimeter and internal surveillance against intrusions, fire, water leakage, deposit of dangerous objects, or any other actions that could cause injury to staff or damage to WFP premises.
  • Assisting in fact-gathering and reporting of all incidents on and off WFP premises that involve a breach of security procedures, staff injuries and crimes.
  • Following and implementing WFP HQ Security Branch Standard Operating Procedures, developed in the Security Operations Manual, to ensure adequate standards of performance while conducting security-related duties and operating in the various security posts as assigned.
  • Perform supervisor's duty in case of temporary absence, as assigned
  • Performs other duties as required.

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE

  • Education: Completion of secondary school education.
  • Language: Working knowledge (proficiency/FAO level C) of English. Intermediate knowledge (level B) of Italian. Language level will be tested.
  • Experience: Three or more years of security related experience, of which two years with either : police, military authorities, other UN/International Organizations, national or private security company.
  • Knowledge & Skills:
    • Good knowledge of essential security requirements and procedures.
    • Ability to detect and identify dangerous objects and knowledge of how to deal with such objects.
    • Ability to use fire equipment, metal detectors and other equipment.
    • Ability to apply use of force continuum, including use of firearms, as appropriate
    • Ability to remain calm in emergency situations.
    • Ability to provide immediate intervention and assistance in case of fire or other emergencies.
    • Ability to coordinate the work of others and provide guidance.
    • Ability to communicate effectively both orally and in writing and ability to respond to enquiries and provide reliable information or direct staff to alternative source of information.
    • Physical fitness on duty and training in self-defense techniques.
    • High sense of responsibility and alertness; emotional stability and neatness.
    • Courtesy, tact and the ability to work and deal effectively with people of different national and cultural backgrounds.
    • Good knowledge of the city where the office is located.
    • Willingness to attend security trainings and comply with UNSMS standards.

DESIRABLE REQUIREMENTS

  • Knowledge of the use of weapons and self-defence tactics
  • Any UNSMS (United Nations Security Management System) certification

OTHER POST REQUIREMENTS

  • Must possess a valid driving license

TERMS AND CONDITIONS

Candidates who have the profile that WFP is looking for will be contacted. The assessment process will consist of a computer-based written assessment administered in a proctored environment, and if successful, the candidate will be invited to an oral interview. Upon conclusion of the selection process, before any offer of employment is extended, recommended candidates will be required:

  • To demonstrate their language proficiency level through a language examination recognized by WFP
  • To be medically cleared for fitness for duty and the issuance of national and United Nations weapon permits.
  • Under the responsibility of the individual Security Guard, supported by the Security Branch, to obtain the necessary United Nations, host country or firearm license to carry the issued weapons to the location required.

    • *Candidates residing within commuting distance (100-kilometer radius or distance that can be covered within 1.5 hours by car or public transport under average conditions of traffic, weather, and roads) to the office location at the duty station (WFP Rome Via Cesare Giulio Viola, 68/70, 00148 Roma RM). If not residing within commuting distance at the time of application, candidates must be willing to relocate to Rome, Italy at their own cost before taking up the assignment.
